Under the direction of assigned supervisor in the Information and Communications Technology (ICT) Unit, the Multi-Media Graphic Designer will perform a variety of specialized activities involved in the design and development of multimedia, animation, mobile apps, audio/video production and print communication materials and resources to support department needs as a result of COVID-19.

The hourly range for this position is $28.31 to $34.43 per hour depending on experience/ qualifications.

ESSENTIAL FUNCTIONS
Develop web and mobile application designs and multimedia-based layouts, graphics, animation, video, sound and/or content for department use in presentations.
Develop video productions, multimedia programs, online tutorials, websites, social media, and other electronic media.
Work with department staff and partners to review and recommend design options, functionality, and identify programming needs.
Develop layout design and concept, select and secure appropriate illustrative materials to be used.
Maintain and update department websites; ensure consistency, accuracy and compliance with required standards and content compatibility with common browser internet connection speeds.
Develop print-based flyers, logos, training materials, newsletters, packaging, and other documents using professional page layout and graphic design software.
Compose, edit, and proofread copy for accuracy, grammar, punctuation, consistency, and formatting.
Consult with department staff and commercial printers regarding format and print specifications.
Perform technical duties in the production of video and audio projects including streaming, recording, and editing voiceovers.
Edit special effects, composition, and design of video and audio productions.
Maintain production file archives.
Provide technical support and consultation to department staff.
Research new technology and trends.
Troubleshoot, test, and analyze technical problems and determines solution.
Make recommendations to department for upgraded hardware, software and other technical equipment purchases related to multimedia development.

JOB QUALIFICATIONS
Must be able to communicate effectively in English (both oral and written) in dealing with the public, vendors, and employees
Possesses analytical and problem-solving skills
Completes assignments in a timely and efficient manner
Adheres to departmental policies and procedures regarding attendance, leave, and conduct
High-level proficiency with MS Excel; experience with SharePoint and database programs such as MS Access preferred
Education/Experience
Any combination of education and training which demonstrates the ability to perform the duties and responsibilities in the conceptualization, design, and production of animation, graphics, web and print materials, non-linear video, and audio editing/ production and/or Web development.
College level course work in computer science, software development, multimedia design, or related field, preferred.
Hypertext Markup Language (HTML), integrating JavaScript, Cascading Style Sheets (CSS)
Color theory, layout, and graphic design principles, fontography, typography, animation techniques
Principles and operation of the Internet; current technology in advanced video streaming and animation/interactive content delivery techniques
Federal Accessibility standards and W3C code validation
Audio/visual equipment
Online design tools for creating multimedia pieces
Strong organizational and communication skills
Certificates/Licenses/Clearances
A valid California driver’s license, proof of vehicle insurance, and reliable transportation or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
Travel will be reimbursed.
