Base Pay: $21.00 - $23.40 / hour
JOB SUMMARY
Under the supervision of the Director of Health Information Services, the Release of Information Technician is responsible for maintaining and protecting patient confidentiality of medical records. Provides clerical support for the Health Information Services department including maintaining medical charts, data entry and retrieval, and answer incoming calls. Be a contact point for customer service by assisting patients with filling out medical records release forms. Provide accurate and appropriate information and assistance to outside facilities as well as in-house staff.
JOB DUTIES AND RESPONSIBILITIES

Processing of documents prior to scanning for efficient indexing.
Accurately scan records for indexing into NextGen EHR with excellent quality.
Evaluates and imports Faxes from electronic system in preparation for Indexing into Document Management software.
Accurately indexes documents into the correct document type in the correct patient chart.
Send tasks and provider approval documents as necessary.
Obtains outside records from other medical facilities using secure access in response to requests for records.
Work with HIS Director and other ROI Technicians to get information to all staff regarding ROI procedures they need to be aware of and to answer questions they may have.
Monitor record requests received from legal sources for possible conflict/litigation and bring to attention of administration.
Accept subpoenas and other legal requests being served. Check validity of subpoenas and deliver ones not related to ROI to Administration.
Copy approved medical records, including paper charts, for subpoenas, providers, attorneys, patients and other outside facilities.
Releases records to patients and 3rd party requestors with proper authorization.
Keep an accurate PHI log for incoming and outgoing patient medical records.
Assist patients or their representatives with completion of medical release forms.
Deliver copied medical records to the patient or their representative.
Accurately and correctly files documents received daily into proper section of patient charts.
Answer telephone calls from requestors, staff, patients, etc. providing information as required.
Accurately sort and distribute incoming faxes, both electronic and paper when assigned.
Accepts and files/indexes patient medical legal documentation (conservatorship, adoption, power of attorney)
Promotes and educates patients on use of Patient Portal when appropriate.
Perform other duties as assigned.

Clerical Responsibilities/Information Assistance

Provides assistance to patients and patient representatives with completion of medical records release forms and validation of identity.
Process requests for records in accordance with State of California guidelines.

KNOWLEDGE, SKILLS, AND ABILITIES

Follows California and Federal Confidentiality and HIPAA Privacy rules.
Understands and follows Health and Safety Codes regarding Patient Access to Health Records.
Ability to exercise discretion and independent judgment in a variety of decision-making scenarios
Good attention to detail and ability to probe for information to fully understand the needs of the customer
Strong organizational and prioritizing skills
Accurate keyboard skills and typing minimum 30 wpm.
Ability to use peripheral equipment, i.e. bar code scanners, printers, fax machine, copier, and scanner
Ability to communicate with patients, coworkers, and vendors in a professional manner.
Ability to work within a team and to manage conflict
Excellent written and verbal communication skills

EDUCATION & EXPERIENCE

Minimum 1 year of healthcare related experience in the area(s) of direct patient care, medical records, patient registration, scheduling, claims and/or information technology within a hospital or clinic, or the equivalent in education and experience
Experience with Microsoft Office programs (Word, Excel, Power Point)

PREFERRED QUALIFICATIONS

Associates degree in Health Information, Business, or related field.
RHIT or RHIA certification
Experience with NextGen
