What you will do as the Material Services Manager:




  • Develops and manages strategic distribution efforts for the agency. Administers and makes decisions related to distribution requirements of materiel and mailing support. This service sector includes DHHS surplus goods (furniture, durable goods, etc.) as well as postal envelopes, flyers, papers, vital records papers. This position oversees the warehouse storing these goods as well as the contact, development, and delivery of these distributions. Producing an accurate inventory of supplies and burn rate is an expectation of this position. This position administers machine availability for conference room phones, projectors, recorders, and other specific needs for service delivery.

  • Oversight of Materiel's and Mail Distribution unit which includes the review and development of mailing, state vehicles, transportation, voyager card system administration, surplus property, and disposal.

  • Manages and administers writing and outlining bids for surplus removal, recycling, and disposal of State materiel based on statutory requirements. Significant coordination with internal stakeholders (including DHHS, State Surplus) and external vendors is required to complete job duties. Position coordinates large surplus jobs which have assets which can be transferred to other agency locations, providing information and catalog listings for other divisions to search and gain the most utility of surplus.

  • Vendor management related to Request for Quotes (RFQ). This management requires significant coordination with internal stakeholders and external vendors to ensure timely, precise, and complete services are performed at a variety of locations across the agency. RFQ's may be related to surplus goods, new furniture, ADA accommodations, building services, and physical needs of program and staff for the agency. Administration and compliance with agency and State statutory requirements is required.

  • Oversees and reviews submittal of vehicle information including, but not limited to vehicle replacement requests, new vehicle requests, TSB-leased vehicle requests, monthly travel logs, monthly preventative maintenance logs, parking, overnight and long-term vehicle administration for at-home state vehicles, vehicle standard insurance, and vehicle claim insurance.
    Other duties as assigned.




Requirements / Qualifications




Minimum Qualifications: Experience in office administrative functions, bookkeeping, and secretarial work including experience in supervising other clerical, secretarial or technical support staff.



Preferred Qualifications: Must be proficient in written and digital communications as well as have a strong understanding of Microsoft Word, Excel, and PowerPoint. Preferred bachelor's degree in business administration, public administration, Office administration, or a field related to the functions of the hiring agency, OR knowledge of and combination of at least 4 years of experience in materiel management, supply management, warehouse management or similar work. Should possess basic mechanical aptitude as some elements of this position require basic repair of equipment or fixed assets utilizing basic hand tools. Additionally, must be able to manage multiple highly complex projects; systems and procedures used to evaluate a third-party vendor's performance; and local, state, and federal laws and regulations relevant to the administration of the project undertaken.

Knowledge / Skills / Abilities



Ideal skills and experience would be demonstrated background in management of offices with mixed technical skills and backgrounds. Examples would be past experiences managing staff with multiple and separate workloads as well as the ability to track multiple projects simultaneously.
