Overview

Responsible for the direct supervision and ongoing development of all Account Resolution Department personnel in the effective execution of their duties and assignments. Includes oversight of all consumer and commercial collections, loss mitigation, foreclosure, remarketing, and processing activities completed within the department. Responsible for the protection of the credit union’s assets by developing and implementing strategies for customer contacts, collecting payments, and/or recovery and liquidation of assets to minimize losses. Responsible to coordinate and interact with both in-house and external counsel as necessary to represent the credit union in district, state and federal civil, probate and bankruptcy court actions and proceedings. This position shall work closely with the Chief Legal Officer and reports directly to the Chief Legal Officer in carrying out the goals of the Credit Union.

Salary range for this exempt position is $159,822.78 - $213,907.72/YR with a progressive benefit package.



Responsibilities

Performs essential duties and responsibilities in the following areas which may include but are not limited to those listed and are subject to change.

  1. Adheres to the Credit Union's core values and Service Standards in conducting GreenState's mission and vision.

  3. Demonstrates teamwork in all interactions with coworkers and in the completion of all duties and responsibilities.
  4. Ensures confidentiality of member information.

  6. Leadership and oversight of staff development including training program assignments and regular department meetings.
  7. Facilitates and monitors adequate and efficient departmental staffing throughout the various Account Resolution teams in the department.
  8. Establishes and maintains business plans, policies, procedures, and practices that support and align with Credit Union policies and initiatives, as well as ensures ongoing compliance with regulatory requirements.
  9. Collaborates effectively with external partners/network, Legal, Risk/Compliance, and other departments across the cooperative in carrying out duties as well as recommending revisions to Credit Union policies, procedures, or practices.
  10. Negotiates financial agreements (e.g., contracts or services) that have an impact on the business and approves in accordance with signing authority.
  11. Responsible for forecasting of delinquency and losses and setting monthly Department goals based on established forecast and trending.
  12. Responsible for managing delinquent Commercial accounts including the disposition of commercial OREO, in alignment with agreed upon procedures and practices in collaboration with Commercial, Credit Administration, Finance, and Legal.
  13. Responsible for timely follow-up and outreach on overdrawn deposit accounts (e.g., ODP) ensuring reasonable and practical arrangements are made preventing deposit losses.
  14. Manages collateral insurance program to ensure appropriate insurance of secured assets.
  15. Request legal to initiate replevin or foreclosure actions to enforce collateral rights for delinquent consumer accounts as appropriate, and maintains and remarkets collateral while in the credit union's possession.
  16. Conducts monthly Charge Off Review meeting with appropriate Department Leaders prior to submission of necessary reports for the Credit Committee Meeting. Presents Delinquency and Net Charge off trends, budget status, and recommended Gross Monthly Charge offs to Credit Committee for approval.
  17. Responds to member and staff inquiries, complaints, and suggestions regarding Account Resolutions Department. Coordinates with credit dispute team to ensure accurate reporting and accuracy of any credit union response.
  18. Manage and respond to employee account delinquencies, in close coordination with HR.
  19. Oversee the training of employees in all phases of collection activities, inclusive of partnership with Credit Union Training and Knowledge Base to ensure materials are sufficient and adequately maintained.
  20. Maintains industry knowledge and awareness of trends in area of responsibility; communicates relevant information internally and works to incorporate best practices to continuously improve efficiency and effectiveness of the department.
  21. Maintain knowledge of credit union products and services and recommends improvements as appropriate to effectively manage loan quality.
  22. Coordinates closely with Credit Risk/Underwriting in communicating loss trends and recommendations to effectively manage loan quality, as well as on any loss mitigation products and lending decision authority.
  23. Responsible for Loss Mitigation management including product development, implementation, monitoring, and audits for quality assurance and adequate risk controls.
  24. Makes underwriting decisions on loss mitigation applications within delegated authority.
  25. Includes some lending duties, including exception approvals within delegated authority.
  26. Coordinates, tracks, and monitors daily scheduling within those that report directly to this position including overtime, flexible time off, leave of absences, and prepares periodic tracking reports for the Human Resources department.
  27. Prepares and conducts performance evaluations, prepares documentation for retention in personnel files. Working with HR, recommends and implements disciplinary actions and appropriate staff counseling within the department as needed.
  28. Meets attendance standards to perform job functions including physical presence to provide team oversite, coordination of work, and ongoing feedback.
  29. Plays a vital role in enriching the community by participating in community service organizations and/or credit union sponsored events on an annual basis.


Qualifications

  1. Bachelor's degree in a related field is required.
  2. A minimum of 10 years of collection experience in a position which requires knowledge of collection practices, consumer credit laws, foreclosure procedures, loss mitigation strategies, and bankruptcy laws and regulations.
  3. A minimum of seven years supervisory experience leading teams and with the ability to demonstrate leadership and team building skills.
  4. Experience with both Consumer and Commercial collections is preferred.
  5. The ability to direct and coordinate multiple diverse teams within the Account Resolution Department and maintain effective/efficient workflow within department operations.
  6. Ability to drive strategic direction by effectively developing and maintaining goals, departmental reporting, policies, and procedures.
  7. Excellent interpersonal, oral, and written communication skills across all levels. Influencing, negotiation, and collaboration skills are critical.
  8. Ability to gather data from several sources and succinctly communicate insights and areas of opportunity. Proven ability to drive forward new strategies or programs.
  9. Represents the credit union positively across all areas of contact.
  10. The ability to effectively engage with IT and project managers as required to continuously improve efficiency and effectiveness of systems, processes, and overall departmental activities.
  11. Proficiency with related computer applications, spreadsheets, word processing, and database applications.
  12. The demonstrated ability to prioritize work assignments and meet established deadlines.
  13. Ability to plan, develop, and coordinate multiple projects.
  14. Accuracy and attention to detail.
  15. The ability and willingness to work flexible hours to accomplish job duties.
  16. Must be bondable.
