Job Description:

The Philadelphia Housing Authority, America's fourth largest public housing authority and leader in real estate development and property management seeks a Senior Facilities Engineer - Mechanical / Controls.

Salary: $93,800.00 annually.

Under general supervision, performs work of a lead engineer for complex mechanical and electrical systems, including HVAC (Heating-Ventilation-Air Conditioning), plumbing, fire protection systems, and capital improvement projects for PHA facilities and clients; manages maintenance and repair projects, surveys existing systems, and develops maintenance and replacement plans.

Essential Functions:
  • Serves as a lead engineer for a variety of mechanical engineering design and maintenance projects including mechanical, HVAC, geo-thermal, solar water heating, electrical, plumbing, and piping systems.
  • Performs work within scope of authority and training; duties may vary according to job assignment.
  • Directs the installation, repair, and maintenance of Building Automation Systems ("BAS"), along with other mechanical and electrical systems, at PHA facilities; inspects work performed, and assures all units meet building and safety codes and industry standards.
  • Monitors performance of all systems and addresses issues as they arise.
  • Assigns tasks and issues task orders to vendors for necessary installations and repairs.
  • Manages contracts for the maintenance of all BAS and other related systems; identifies need for system and component repairs, defines scope of work, tracks project budgets, and monitors contractor performance to assure compliance with quality standards and contract specifications.
  • Reviews terms and conditions of contracts, and reviews and processes invoices and payments.
  • Reviews contracts, records, and database; and assures the accuracy of the information; compiles information and prepares reports.
  • Responds to emergencies as needed; investigates failures and provides recommendations for resolution; assigns contractors and coordinates PHA staff required to resolve emergency issues.
  • Reviews and approves drawings and design calculations for new development projects
  • Surveys and inspects PHA mechanical and electrical systems; develops maintenance and repair plans, including Capital Needs Evaluations.
  • Manages maintenance work crews; plans preventive maintenance programs; assigns tasks, orders and stages materials and equipment, and reviews staff work.
  • Provides technical support to Department management and staff; assists with writing Request for Proposals (RFP), site inspections, and acceptance review.
  • Stays abreast of trends and innovations in mechanical engineering issues for public housing.
  • Maintains absolute confidentiality of work-related issues and PHA information; performs related duties and responsibilities as assigned.

Required Knowledge of:
  • Federal, Commonwealth, and local laws, rules, and regulations governing public housing safety, ("IBC") standards and Pennsylvania border requirements
  • Greater than rudimentary knowledge of how the following building systems operate: boiler plant, chiller plant, heat pump loop, cooling towers, air handling units with Variable Air Volume ("VAV") systems, unitary control systems (e.g. A/C units, exhaust fans, heat pumps), and basic lighting systems.
  • Techniques for investigating mechanical engineering systems and safety conditions.
  • Guidelines used in mechanical engineering system quality controls.
  • Principles and practices of government project, contract, and budget management.
  • Federal and Commonwealth engineering project record keeping and technical reporting principles.
  • Methods, procedures, and standards for Public Housing record keeping and records management.
  • Environmentally responsible and resource-efficient facilities management techniques.

  • Operating a computer utilizing standard and specialized engineering and facilities management software (e.g. Delta Controls Software).
  • Communicating effectively verbally and in writing to staff, vendors, and management.
  • Articulating issues and their proposed solutions to staff and/or vendors to ensure resolution.
  • Drafting reports of issues and their solutions for management.
  • Documenting issues and proposed/required solutions to vendor representatives to ensure appropriate and needed systems modifications are executed.

Education, Training and Experience Guidelines:

Bachelor's Degree in Mechanical or Civil Engineering, or a related field; AND five (5) or more years experience in mechanical or civil engineering project management; OR an equivalent combination of education, training and experience.

License and Certifications Requirements:

A valid Commonwealth of Pennsylvania Driver's License

Registration as a Professional Engineer with Pennsylvania State Bureau of Professional and Occupational Affairs, or a Master's Degree, is preferred.

Physical Demands and Working Environment:

Work is performed in a standard office environment, and at PHA facilities; may occasionally be required to bend, stoop, crawl, and navigate tight spaces; requires vision capacity to perform fine calibrations and differentiate between colored wires.
