Overview


Horizon Farm Credit is actively recruiting a Loan Processing Manager for our Farm Credit EXPRESS team. One position available, qualified candidate will work in the Mount Joy branch located at 15 Eby Chiques. The hours of operations are typically, Monday to Friday from 8 a.m. to 4:30 p.m. This is a great opportunity to make a difference for agriculture and rural communities.


Position Description: Supervises Farm Credit EXPRESS (FCE) Processors through the loan/lease process ensuring compliance with all regulatory guidelines and FCE processing procedures. Serves as a back-up to the Farm Credit EXPRESS Operations Manager. In addition, provides team pipeline management, quality control reviews, report monitoring, and staff training for the entire FCE Processing Team. Provides capacity as needed to support all areas of FCE Loan Operations.


Areas of Responsibilities includes, but are not limited to:


Supervise and support the FCE Processing staff on loan/lease process according to policies and procedures.

  • Ensure that all staff delivers consistent and efficient processes, workflows, and adherence to internal controls.
  • Identify needs and provide input for process development and improvement to address any identified problems. This includes training, coaching, recommending procedural and workflow changes.
  • Reviews Credit Approval Sheets, Transmittals & Denial Letters for FCE Loan Processors.
  • Serve as liaison between processing staff and all other internal departments.
  • Supervise the pipeline daily ensuring equal distribution of workload to deliver timely processing to meet all internal and external customer needs.
  • Review scheduled reports to ensure quality in all actions completed by processing staff; supervise and complete timely quality control reviews and monitoring for proper coding, documents, and all processes defined in policy, procedure, workflow, and processing staff job descriptions
  • Re-Scoring applicable transactions
  • Evaluating and approving Approval to Proceeds
Staff development
  • Ensure staff training and continued learning is in place to ensure consistent use of all systems and procedures in all parts of the loan/lease process.
  • Monitor IDP process and progress for each assigned staff member to ensure consistent growth and learning.
  • Assist Management in identifying sources for training either on an individual staff basis or all processing staff
  • Monitor and track individual staff performance and provide regular feedback that then will roll up into the annual performance evaluation process.
  • Holds Processing Team Meetings at least twice a month to review updates to procedures as well as provide training on new processes.
Customer Service - Ensures that existing and potential members, dealerships and sales people receive prompt, courteous service. Provides information as to programs, policies and procedures. Consults with dealership staff to acquire and coordinate required information and documentation for the processing of FCE applications.

Loan/Lease Processing

Application through Decision
  • Reviews applications and documentation for eligibility, completeness and accuracy.
  • Monitors the Credit Delivery process including AgScore, evaluates Credit Bureau Report information, and acquires the proper credit decisions.
  • Independently reconciles all Fraud alerts, OFAC alerts, Name & SS# Discrepancies according to the Programs Red Flag requirements.
  • Performs all phases of administrative and clerical functions involved in the processing of FCE applications.
Loan/Lease Documentation
  • Prepares all loan/lease/legal documents necessary for closing.
  • Monitors Dealership Invoices for comparison to the Application for accuracy.
  • Pre-Closing Review process - review of all loan/lease documentation prepared by others to assist in the completeness and accuracy of each loan/lease package.
  • Performs all phases of administrative and clerical functions involved in the processing of FCE Document packages.
Loan/Lease Closing
  • Ensures all conditions are met and required insurance and collateral is in
    place when closing the loan/lease.
  • Processes loan & commission checks, Coal and GL entries necessary for the
    accurate booking of FCE loans/leases.
  • Proactively verifies the proper lien position was acquired.
  • Post-Closing Review process - review of Closed Packages prepared by others to assist in the completeness and accuracy of each loan/lease package.
  • Sets up necessary follow-up steps in order to obtain Original signed loan/lease documents.
  • Ensures Associations are receiving Closed Packages and Original Collateral documents within 5 business days of closing.
  • Next day review of completed work for quality and compliance measures.
  • Performs all phases of administrative and clerical functions involved in the closing of FCE loans/leases.

Education


Education and/or experience equivalent to a Bachelor's degree in Business Administration, Accounting, or related field.


Experience


Generally, five or more years of experience of Farm Credit Express. Direct supervisory experience or exposure required.

  • Ability to initiate, organize and prioritize work and maintain confidentiality.

  • Prolonged periods sitting at a desk and working on a computer.

Salary Range: $66,700 - $82,000, Depending on previous experience.
