IHRC, Inc. provides scientific, laboratory quality and safety, bioinformatics, and administrative program support to branches of the Department of Human Health Services (DHHS) including the Centers for Disease Control and Prevention (CDC), the US Food & Drug Administration (FDA), and other Federal and private sector clients. The successful candidate will be a full-time (40 hours per week) employee of IHRC, Inc. responsible for project management activities for several contracts and clients. Program/Project management activities support the successful execution of existing contracts and contribution to development of proposals in response to task order requests from the Government.


SCOPE OF WORK

Work in a team environment and perform duties under the guidance and leadership of an IHRC Senior Program Manager as well as Executive Leadership. Program/Project Manager works directly with corporate team, industry partners, government clients, contract employees, and other stakeholders. The Program/Project Manager is responsible for development and submission of contract deliverables, monitoring project timelines and budgets, leading team meetings, assist with managing contract staff, and serves as the lead administrator for project/contracts as assigned.


MAJOR DUTIES AND RESPONSIBILITIES

  • Support the Senior Program Manager(s) in preparation of client reports and monitoring progress of contracted activities.
  • Proactively identify risks to project schedule and budget and participate in the development of risk mitigation strategies.
  • Coordination of training activities that may be required by our clients including respirator fit testing, immunizations, bloodborne pathogens training, cybersecurity, and safe management of Government information.
  • Schedule, support, and monitor the timely development and delivery of all project deliverables (contractual products).
  • Manage and/or assist with managing contract staff, as needed.
  • Responsible for maintenance and updates to all project archives.
  • Collaborate across IHRC teams to ensure work products are quality-controlled and checked, utilize Government and IHRC-approved templates and formats, and monitors revisions.
  • Serve as the initial change control point for project(s) by maintaining regular contact with the IHRC contract staff and Government technical Point(s) of Contact (POC).
  • Work closely with clients to manage scope, contractor performance, communicate and mitigate risks, and ensure timely delivery of all contract requirements.
  • Work closely with Human Resources team to assist with recruiting, hiring, and on-boarding of new contract staff, including coordinating meet and greets, development and posting position descriptions, communicating with clients to provide updates, ensuring smooth transition of new staff onto contracts.
  • Directly support Project Management activities to assist government clients in achieving their mission critical activities, as needed.
  • Participate in several team meetings per week, record meeting minutes, provide updates, support and contribute to business development efforts, as needed.
  • Assist with development of internal processes, policies, and databases, as needed.

MINIMUM QUALIFICATIONS

Education and Experience:

  • M.S. or Ph.D. in science or health field from an accredited academic institution required. Bachelor's degree in medical or clinical laboratory science (MLS, CLS, MT) is ideal.
  • Demonstrated experience managing contracts and/or projects in a standards-regulated laboratory environment is required (e.g., ISO 9001, ISO/IEC 17025, cGMP, GLP, or other).
  • PMP® Certification

Required:

  • Experience in U.S. government contracting and understanding of the Federal Acquisition Regulation (FAR)
  • Demonstrated understanding of PMBOK® and Agile.
  • Demonstrable experience in successful project management and independent report generation for government clients.
  • Excellent written and verbal communication skills.
  • Strong problem-solving skills with strong organizational skills and attention to detail.
  • Strong interpersonal skills with an eagerness to learn and collaborate with other members of the team.
  • Proactive and able to work successfully with limited direct supervision.

Highly Desired:

  • Experience managing projects for agencies under Department of Human Health Services (DHHS), Department of Homeland Security (DHS), and/or Department of Defense (DOD).
  • Experience working with CDC and/or FDA clients.

Language Skills:

  • The candidate must possess excellent spoken and written communication skills in English.
