Summary

The Publishing Technology System Administrator is responsible for maintaining the systems and software applications used to produce Board publications. Monitors and ensures the operability, availability, reliability, and security of the Board's content management and publishing systems in several environments on both Windows server and Linux platforms; and provides end-user support and assistance to users in the Publishing Technology section, the division, and throughout the Board. Participates in multiple, large, and often complex collaborative projects which require rapid delivery and meticulous attention to detail. Assimilates material and uses analytical skills to identify problems and innovate solutions.

Duties and Responsibilities


  • Adeptly performs system administration tasks for the Board's content management and integrated publishing system: OpenText Documentum and RWS XML Professional Publisher (XPP), as well as Extensis Font Server and Universal Type Client applications. Performs regular system monitoring and testing to verify system operability.

  • Assists with and/or performs application upgrades, testing and verification of accuracy and completeness of custom configurations. Collaborates on development and implementation of complex projects that have a scope and impact which may extend over long periods of time.

  • Provides assistance and support for content management and publishing system users, ensuring responsive and timely service and the correct operation of system components. Provides technical assistance and support to clients who are using automated publishing processes.

  • Performs activities required for FISMA compliance and certification of Publishing Technology systems. Follows change control management procedures to support FISMA compliance in all development projects including assisting Publishing Technology staff with change control for publication development initiatives and audit log reviews. Follows procedures and best practices for source code management, maintaining consistency and integrity of configurations in all environments.

  • Analyzes and assists with diagnosis and remediation of system issues, escalating appropriately to internal and/or external resources and managing communications with service providers, management, and stakeholders for the duration of issue resolution.

  • Collaborates on the development and maintenance of procedures and documentation for performance of a wide variety of system administration, custom configuration, and issue-resolution tasks.

  • Assists with workflow planning and implementation, innovating creative approaches to automate manual processes.

  • Designs and creates innovative solutions to resolve complex issues or to comply with evolving requirements, and provides supporting procedural documentation and training.

  • Maintains awareness of evolving technologies through professional publications and online resources. Identifies appropriate directions for own professional development, and initiates activities that lead to self-improvement.

  • Works jointly with section colleagues to monitor the quality and client satisfaction of the section's services and implement recommendations for improvement.

FR-25: Bachelor's degree or equivalent experience in information technology with an emphasis on system administration or another related field of study, and at least minimum 4 years of relevant experience to this role, or a master's degree in a related field of study and at least 2 years of relevant experience to this role.

FR-26: Bachelor's degree or equivalent experience in information technology with an emphasis on system administration or another related field of study, and at least minimum 5 years of relevant experience to this role, or a master's degree in a related field of study and at least 3 years of relevant experience to this role.

About the Team

The Publishing Technology section works to ensure official Board publications and other public, System, interagency, or internal communications developed by Board staff meet the highest standards for presentation quality, integrity, and timely delivery. The team is responsible for innovating publishing production strategies; collaboratively developing, implementing, and maintaining standards for presentation quality with other teams; ensuring that all public and internal print materials are produced using sophisticated techniques and automated publishing technologies; and maintaining the content management and publishing systems that support this work.

About the Role

In this role, the employee should expect to:


  • Install applications, upgrades, and patches in four Windows server environments
  • Oversee IT's maintenance of applications in four Linux server environments
  • Remediate vulnerabilities detected by IT scans
  • Ensure Publishing Technology systems comply with Board security policies
  • Prepare materials for annual FISMA review of Publishing Technology systems
  • Monitor systems and collaborate with IT and external technical support to fix application issues
  • Provide user assistance, as needed

Required Skills/Knowledge:


  • Demonstrated knowledge of the principles, concepts, and methodology of publishing technology and content management systems, including system and application architecture and interactivity of components and integrations.
  • Proficiency with Windows server administration and Unix system administration, OpenText Documentum content management system and RWS XML Professional Publisher (XPP) is preferred
  • Demonstrated experience with WebSphere, Wildfly, and Tomcat application servers; SQL Server, and Team Foundation Services
  • Excellent oral and written interpersonal communications skills, customer service orientation, and strong project management skills
  • Must demonstrate initiative in problem diagnosis and resolution and be skilled in carrying out assignments that support system maintenance.
  • Knowledge of FISMA is preferred.
