Job Highlights:

This position performs a full range of financial and accounting functions to support cash, general, reappropriated, and Federal funds for the assigned District.

Maintains and reconciles financial records to ensure accuracy and completeness of account balances and implements changes to resolve differences discovered.

Ensures compliance with all financial regulations and laws, as well as internal policies and procedures which include staying up to date on changes in regulations and laws.

Directs the development of the annual District budget, and continually monitors that budget, and reconciliation of the finances and promptly raises any concerns to the District Manager.

Manages the risk management program.

Works with financial advisors related to investment of District funds and issuance of notes and municipal bonds.

Coordinates and prepares research reports and analysis regarding special projects and issues and participates in the development of the Capital improvements program budget.

Prepares and supplies financial reports to the District Manager regarding historical data and projected financial impacts and advises the District Manager and Board of Directors based on those analysis and recommends financial policy issues along with long range financial forecasting.

Oversees filing of the annual audit process and works closely with the auditor in connection with the annual audit.

Creates grant budget documents to establish budgets which control encumbrances and expenditures during the grant period.

Represents the District and works closely and effectively with the District Board of Directors, committees, District consultants and public and private officials.

May serve on committees/boards, as requested by the District Manager or Board of Directors.

Performs difficult and detailed accounting analyses to identify trends, variances and opportunities or areas for improvement, and providing recommendations to management for cost savings.

Position Requirements:

  • Experience: Minimum of 4 years of progressive experience municipal finance, including 2 years in supervisory/management position; other government experience may be considered on similarity of work tasks knowledge and/or experience in financial analysis, revenue projection, budget development and financial software.
  • Education: equivalent of a 4-year degree from an accredited college or university and/or relevant work experience in municipal finance/budgeting field.
  • Skills: Knowledge of investments, financial reporting and budget preparation, thorough knowledge of current approved principles and standard practices of budgetary accounting, treasury management, revenue administration, data processing and budgeting; thorough knowledge of federal, state and county laws, codes and ordinances relative to government finance; working knowledge of computers, data processing systems; ability to prepare reports, memos and other documents; ability to read and interpret data and budget documents and financial reports and ability to effectively and clearly communicate, both orally and in writing.
