Job Description:

ABOUT THE POSITION

The Riverside University Health System (RUHS) Community Health Clinics is currently seeking a dedicated Medical Assistant to provide essential clerical support to the Internal Medicine Division. The ideal candidate is bilingual in Spanish and possesses a passion for delivering high-quality patient care and more than one year of Medical Assistant experience.

Under direct supervision, Medical Assistants assist licensed professional medical staff within the Riverside University Health System (RUHS) by providing a variety of client/patient services, including basic administrative, clerical, and medical support services for clients/patients and the public; and other related duties as required.

Assessment: Minimally qualified candidates will be required to pass a computerized bilingual assessment in order to be considered for this position.

Possession of a valid certification in Basic Life Support/Cardio-Respiratory Resuscitation (BLS/CPR) from the American Heart Association is required.

Examples of Essential Duties (may include but not limited to)


  • Patient Intake and Assessment: Conducting thorough patient intake procedures, which may include administering depression screenings, identifying and addressing care gaps or gaps in patient care, and performing Point of Care Tests (POCTs) as required. This involves engaging with patients in a compassionate and professional manner to gather essential information and assess their immediate healthcare needs.


  • Management of ElectronicCommunications: Handling efaxes and inbasket messages efficiently and promptly. This includes processing incoming electronic communications from patients, healthcare providers, and other medical staff, and ensuring timely responses or appropriate actions based on the nature of the messages.


  • Administration of Vaccines: Administering vaccines to patients according to established protocols and guidelines. This involves preparing vaccines, verifying patient eligibility, administering injections safely and accurately, and documenting vaccine administration details in patient records.


  • Patient Discharge Process: Assisting in the discharge process for patients leaving the healthcare facility. This may involve providing patients with discharge instructions, scheduling follow-up appointments or referrals, arranging for transportation or support services as needed, and ensuring a smooth transition from the healthcare setting.


  • Scheduling and Rescheduling: Managing appointment schedules effectively by scheduling patient appointments, coordinating with healthcare providers' availability, and rescheduling appointments as necessary. This duty requires attention to detail, effective communication skills, and the ability to prioritize and accommodate urgent or changing patient needs.


  • Telephone Communication:Handling incoming phone calls from patients, caregivers, and other stakeholders in a professional and courteous manner. This includes providing information, answering questions, directing calls to the appropriate staff members, and conveying messages accurately and promptly.

  • ** Work Schedule and Shift Times: **
    Work Schedule: Five (5) days, Forty (40) hours weekly. (4 days 0800-1630, 1 day 0900-1730)

    EXAMPLES OF ESSENTIAL DUTIES

    • Greet clients/patients at reception desk or counter; assist them in completing necessary documents and applications, answering routine questions and providing information; interview clients/patients to gather basic health related information (e.g., health status, living conditions, diet, residency, mobility, parenting skills, healthcare needs, etc.); register clients/patients using related computer information at time of appointment; obtain/verify patient demographic information; monitor client/patient behavior in the waiting room.

    • Obtain medical history and chief complaint, including allergies; assist patients in ambulation and transfer; maintain medical charts and schedule appointments for staff.

    • Perform routine medical data clerical tasks (e.g., typing, personal computer data input, filing, answering phones, etc.); inventory supply needs and help obtain medical and office supplies.

    • Verify patient's health insurance coverage; contact health insurance to verify insurance eligibility and/or authorization for treatment (if patient does not have health insurance coverage, refer patients to Admissions and Collections Clerk for assistance); may receive and record payment for clinic visit.

    • Submit treatment authorization requests into the EPIC database; check treatment authorization requests for completeness; follow-up on the status of treatment authorization requests.

    • Record information for each patient encounter such as medical procedure and diagnostic tests performed by physician or licensed personnel.

    • Prepare patients for examination, including positioning, draping, shaving, and disinfecting treatment sites; collect and record patient data including height, weight, temperature, pulse, respiration rate, blood pressure, and basic information about present and previous conditions; provide patient information and instructions as directed by medical staff.

    • Perform the following routine clinical procedures: Taking vital signs, administering medications (oral, sublingual, topical, vaginal, rectal, inhalation, immunizations and subcutaneous injections) or providing a single dose to a patient for self-administration; performing simple or automated visual testing, obtaining, but not interpreting, results; removing sutures or staples from superficial incisions or lacerations; may perform phlebotomy for blood draw or transfusion (with phlebotomy certification), as directed.

    • Perform ear lavage to remove impacted cerumen; assist with collection of non-invasive specimens such as urine, sputum, semen and stool; perform basic screening tests (e.g., electrocardiogram or visual acuity); perform Clinical Laboratory Improvement Act (CLIA) waived laboratory tests such as occult blood, ovulation tests, pregnancy, sedimentation rates, hemoglobin, urinalysis, and glucose screening.

    • Process physician orders, including laboratory, x-ray, EKG, and schedule all same day tests and appointments; ensure diagnostic tests are received prior to patient's visit.

    • Screen for eligibility for participation in health programs; assess client/patient progress and determine whether recommendations regarding health are being followed.

    • Provide feedback, verbally and in writing, to licensed professional staff regarding client needs and community responses to health services and programs; obtain and evaluate specific information regarding health problems in order to provide guidance and instruction; conduct formal and informal information sessions covering good health practices and available health services.

    • Make referrals to licensed professional staff.

    MINIMUM QUALIFICATIONS

    OPTION I

    Education: Completion of a certification program in medical assisting. Completion of a Medical Assistant certification program accredited by the Commission on Accreditation of Allied Health Education Programs (CAAHEP) or from an institution accredited by the Accrediting Commission of Career Schools and Colleges (ACCSC) is preferred.

    OPTION II

    Education: Graduation from high school or attainment of a satisfactory score on a G.E.D. test.

    Experience: One year performing front office/back office support duties as a medical assistant in a physician's or dentist's office, hospital, health center, or other healthcare setting.

    ALL OPTIONS

    Knowledge of: Relevant medical terminology; basic patient care and/or administrative techniques; medical assisting skills and the various types of materials and equipment related to outpatient care and their applications; methods of conducting or assisting patients (per medical care provider's instructions) with basic tests and treatments performed at an ambulatory care clinic; basic needs and problems of disadvantaged groups: the causes and treatment of medical and/or public health problems and the problems facing the educationally and economically disadvantaged.

    Ability to: Communicate effectively orally and in writing; establish and maintain good relations with a wide range of social and ethnic groups as well as professional staff and community members; obtain and record accurate patient information, and perform routine clinical procedures; follow and implement activities according to written standardized procedures; perform clerical tasks (e.g., utilizing a personal computer for inputting pertinent client/patient information, answering phones, filing, etc.).

    Pre-Employment

    MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).



    • Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.


    • Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.


    • Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.


    A new member is defined as any of the following:
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who has no prior membership in any California Public Retirement System.
  • A new hire who enters CalPERS membership for the first time on or after January 1, 2013, and who was a member with another California Public Retirement System prior to that date, but who is not subject to reciprocity upon joining CalPERS.
  • A member who first established CalPERS membership prior to January 1, 2013, and who is rehired by a different CalPERS agency after a break in service of greater than six (6) months.

  • CalPERS refers to all members that do not fit within the definition of a new member as "classic members".

    Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

    DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.

    VACATION ACCRUAL (Bi-Weekly Accrual):

    0< 3 year = 80 Hours (10 Days)
    4< 9 years = 120 Hours (15 Days)
    10 or more years = 160 Hours (20 Days)

    Maximum Vacation leave accumulation is 480 hours.

    SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.

    HOLIDAYS: Normally 12 paid holidays per year

    BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance)

    BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.

    DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.

    POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable Memorandum of Understanding.
