Summary

The Chief directs the activities of the section with broad guidance from the supervising officer. The section is responsible for providing operational, analytical, and program management support to division leadership, including design and implementation of business processes and programs. The Chief partners with division leaders in setting and focusing priorities on strategic objectives, and oversees or leads management initiatives to achieve the division's goals. Provides leadership in HR & budget policy interpretation and in the development of effective strategies and processes, efficient financial management, and collaborative resource allocation. Provides strategic guidance for the collection, maintenance, and dissemination of business data and information pertaining to a broad range of division programs and activities, and for identifying opportunities to increase efficiency and streamline processes through sustainable process improvement. Ensures that high-quality information and services are provided to enable our leaders to make informed decisions, proactively manage their business, and initiate collaborative learning. About the Team

The Operations and Resource Management (ORM) section oversees and coordinates strategic and operational activities across the division. This section provides program management of strategic initiatives and mission-enablement activities for the Division of Monetary Affairs (MA).

Position Description

The Chief of Operations and Resource Management is a leader with a strong demonstrated history of building high-performing teams and overseeing program management responsibilities, including strategic planning. The successful candidate has demonstrated success building relationships, effective communications (both verbal and written), and influencing others. They will take a proactive and continuous improvement approach to the design, development and ongoing maintenance of the section's programs and operational processes.

Principal Duties and Responsibilities


  • Manages Operations: Manages the overall operations of the section. Sets goals and objectives and identifies projects and activities for effective human resources (HR), budget, and administrative programs. Embodies a strong customer service philosophy and ensures this focus is delivered by section(s) to clients in support of their objectives.
  • Manages and Develops Section Staff: Provides leadership in the development of section and staff. Elicits and uses the contributions and perspectives of every section member in order to best advance the mission of the Board. Schedules workload, establishes priorities, assigns projects, sets quality standards, and monitors progress. Sets short- and long-range goals and objectives, and ensures the effective and efficient use of resources to meet those goals and quality standards. Fosters teamwork. Evaluates performance of subordinate supervisors, if applicable, and serves as the reviewing manager on staff performance evaluations. Coordinates, reviews, and recommends to senior management operational changes and personnel actions in the section (hiring, salary administration, position reallocation.
  • Develops, Implements, and Evaluates Programs: Ensures that current section and division programs meet the Board's and division's business goals and are in compliance with Board policies and procedures. Leads division-level initiatives and programs. Establishes appropriate metrics for measuring outcomes against business goals. Recommends new programs and modifications in program scope and design. Works closely with other divisions in considering practices and policies that affect similar jobs within the economics community or across the Board; may lead or oversee inter-divisional projects or programs. Partners closely with leadership, business leads, and sponsors on a variety of program areas, particularly focusing on the division's strategic priorities and operational programs. Proactively engages and seeks opportunities to improve and enhance the division's operations and staff experience. Provides program management expertise and guidance across all projects within a program, including managing and monitoring program activities & dependencies, and preparing various program artifacts, analyses, and documentation (charter, plans, status reports, agendas, notes, etc.). Oversees and coordinates linkages between communication and change management activities. Develops internal change management and communication strategies for division programs. Responsible for ensuring that operational processes are in place to meet critical milestones. Assesses needs, develops surveys, conducts focus groups, and leads or participates in the analysis of results.
  • S trategic Planning: Provides leadership for the division's strategic planning process. Helps the division's management team in identifying future goals and objectives for the section and division. Partners with senior management and other colleagues to develop strategic direction and vision for the future initiatives of the division and/or Board, and tracks implementation of those initiatives. Leads or participates in work groups formed to address needs and issues relevant to the Division.
  • D evelops and Communicates Policies: Responsible for communicating section, division, and Board policies and procedures in HR, budget and operational areas, and partners with senior management when developing new policies and procedures. Briefs senior leaders, management, and other Board divisions on trends and emerging issues in HR, budget and operational areas. Has technical authority on problems or issues that may require policy changes or procedural exceptions and directs division-level communication and training accordingly.
  • Expert in Field: Provides expertise on HR and budget policy interpretation, and in planning, establishing, and improving business processes and programs. Areas of expertise may include personnel administration, financial management, data analytics and visualization, business process improvement, and project management. Maintains current knowledge of, and anticipates significant developments in the field.

Leadership, Oversight and/or Management:

  • Directs day-to-day operations of the ORM section and develops strategic opportunities for the team in alignment with the Operations wing and broader division needs.
  • Develops and coaches staff on their responsibilities.Interfaces regularly with staff and leadership across the division and/or other divisions.
  • May serve as a liaison to Board leaders.
  • May represent the division and ORM on a variety of workgroups and committees.

Requirements/Qualifications

Requires technical and analytical skills equivalent to completion of


  • master's degree financial management, business administration, or a related discipline plus seven (7) years of related operations experience (or) bachelor's degree and nine (9) years of related experience
  • The above experience must include at least three (3) years of direct management/supervisory experience, including leading of direct reports & the evaluation of performance.

The Chief must possess a thorough understanding of operations management, Board policies and procedures used by staff in the Division and demonstrates strong leadership in managing professional and technical staff and projects. The position requires excellent consulting and communication skills, both oral and written.

Note: This position requires on-site presence in Washington, D.C. to align with the division's hybrid work schedule.
