PURPOSE SUMMARY. Responsible for ensuring the continuous development and enhancement of County staff through effective training programs and curriculums. Work closely with the Sr. HR Administrator to design, coordinate, implement, and evaluate training activities aimed at improving employee skills, knowledge, and performance.

ESSENTIAL DUTIES.

1. Training

  • Plan, organize, initiate, recommend, and facilitate training programs.
  • Conduct workshops, conferences, and other training sessions.
  • Conduct training needs analyses and determine training objectives. Ensure that the training meets legal and regulatory requirements.
  • Design and develop guides and manuals required for each training program.
  • Design skill-based training programs in a logical and transferable manner.
  • Revise existing training programs and curriculums.
  • Conduct train-the-trainer programs with other HR Staff.
  • Prepare and assist program instructors with teaching preparations such as program content, lesson plans, syllabus, and audio-visual materials.
  • Consult with department managers and other management groups to analyze and determine appropriate training resources.
  • Monitor and evaluate training programs to determine effectiveness and additional needs and write reports of program results.
  • Participate in training programs to remain current in the training and development field.
  • Advise County employees on curriculum materials and educational programs available.
  • Research and write proposals for new training programs.
  • Evaluate the feasibility of specific training requests.
  • Responsible for administering outside contracts, program budgets, and program curricula.
  • Manage the organization's learning management system, including uploading training materials, tracking employee participation and progress, and generating reports.
  • Develop and implement onboarding training programs for new hires to ensure smooth integration into the organization and understanding of job roles and responsibilities.
  • Responsible for knowing and abiding by all department and county policies and procedures.

2. Student Internship Program

  • Oversee the scheduling and logistics of internship activities, including orientations, and training.
  • Develop and maintain relationships with business partners participating in the internship program.
  • Coordinate the recruitment, selection, and placement process for student interns.
  • Attend meetings, hearings, workshops; advises staff, prepares reports, correspondence and other written materials as directed by the Human Resources Director or Sr. HR Administrator.
  • Design and implement training programs for student interns and program coordinators to enhance their skills and knowledge relevant to their roles.
  • Develop training materials, manuals, and resources for both interns and coordinators.
  • Conduct training sessions for interns, coordinators, and business partners on program guidelines, expectations, and best practices.
  • Provide ongoing support and guidance to interns and program coordinators throughout their internship experience.
  • Establish performance metrics and evaluation criteria to assess the effectiveness of the internship program.
  • Monitor the progress and performance of student interns, providing feedback and guidance as needed.
  • Conduct regular evaluations of training sessions and adjust curriculum as necessary to meet program objectives.
  • Serve as the primary point of contact for interns, coordinators, and business partners regarding program-related inquiries and issues.

ADDITIONAL DUTIES. Other duties may be assigned.

QUALIFICATIONS.

A. Education. Bachelor's degree from an accredited college or university in Human Resources Management, Public Administration, Business Administration, Education or a related field.

B. Experience. Two (2) years full-time experience as a Human Resources Generalist. Experience in training coordination and facilitation preferred.

C. Education/Experience substitution. N/A

D. Licenses/Certifications. Certification as a Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR) is preferred.

E. Other (e.g., post-offer medical exam, polygraph, background check, driver's license record, etc.). Must successfully pass a background check and maintain a satisfactory driving record in accordance with policy.

  • Instruct others in a classroom setting.
  • Prepare clear and accurate written documents and reports using proper business English sentence construction, grammar, and punctuation.
  • Move light objects (less than 20 pounds) short distances (20 feet or less).
  • Plan, organize, and coordinate activities to accomplish work assignments.
  • Remain aware of changes in the workplace and County operations and analyze the need for modifications to or implementation of new employee development programs.
  • Administer and interpret needs analyses.
  • Recommend proactive strategies.
  • Assist managers with the interpretation and application of County policies, personnel rules and procedures.
  • Maintain training records and training materials.

Skills in:

  • Operation of standardized office equipment and equipment typically utilized in conducting training activities.
  • Organization and project management, with the ability to manage multiple tasks simultaneously.

Compensation Range

$23.57 - $38.98
