Job Description:

Fincantieri Marinette Marine, a Fincantieri Marine Group Company, is a progressive shipyard specializing in building ships for the United States Navy. We currently have an opportunity for Change Program Manager at our Marinette, Wisconsin location.

POSITION SUMMARY

The Change Program Manager is a position within the Program Management Organization and has oversight responsibilities for the day-to-day management of change/modifications throughout the organization, including but not limited to, customer change requests, internal modifications, producibility business cases, and assistance in the make-buy progress. The Change Program Manager will provide guidance and leadership in planning, procurement, engineering and, customer negotiations; serve as the Program Manager for special projects, such as the PLM database; and represent the company in change control board meetings, contracts negotiation sessions, and customer meetings. The Change Program Manager has responsibility for ensuring changes/modifications are approved and funded prior to the organization executing. Strong reporting and presentation skills are required as the position serves as the focal point for all change reporting.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.

Position involves frequent, regular interaction with all levels of FMM's operations/senior staff, customers, regulatory bodies, and major suppliers.

Ability to participate in technical complex ship design and construction discussions to identify root causes of problems and formulate solution paths.

Oversees all change/modifications throughout the organization with emphasis on approval and cost.

Assesses the financial impact of project status to budget.

Working knowledge of Government design change proposal.

Knowledge of Earned Value Management (EVMS) principles and practices (or equivalent Cost Schedule Statusing and reporting experience). Along with the significance of the Integrated Master Schedule (IMS) as it relates to EVMS.

Prepares estimate to completion (EAC), projections on funding, estimate on margins, and other planned reports.

Position involves negotiating customer changes with the customer and assisting the Procurement Department in claims recovery.

Prepares miscellaneous associated reports, charts and graphs on program, project or contract status and makes presentations to management to keep them apprised.

Acts as the single point of contact for the Customer with regards to Change Proposals driven internally and by the Customer.

Assist functional management in the performance of special assignments and projects to support of strategic planning efforts.

Must abide by and enforce all organizational policies and procedures.

EDUCATION AND EXPERIENCE
  • Bachelor's degree from an accredited college or university is required and ten (10+) years of progressive responsibility in administration, management control and/or accounting of technical/professional services in the shipbuilding industry or an equivalent manufacturing industry or a Master's degree from an accredited college or university is required and six (6+) years of progressive responsibility in administration, management control and/or accounting of technical/professional services in a manufacturing industry, preference given for shipbuilding industry.
  • This requirement can also be met with an Associate's degree and at least twelve (12+) years of progressive responsibility in administration, management control and/or accounting of technical/professional services in the shipbuilding industry or an equivalent manufacturing industry.
  • This requirement can also be met with a High School Diploma/GED and at least fifteen (15+) years of progressive responsibility in administration, management control and/or accounting of technical/professional services in the shipbuilding industry or an equivalent manufacturing industry.
  • Three (3+) years experience in successful project leadership, demonstrating strong organizational and leadership skills and/or supervisory role with a group of 2 or more.
  • Possess a broad working knowledge of marine systems including but not limited to: structural, outfitting, machinery, hydraulics, electrical, mechanical, electronics, HVAC, etc..

SKILLS
  • Must have the ability to be a strong negotiator, and be conversant with DAR and FAR and Contracts.
  • Must have working knowledge of Work Breakdown Structure (WBS).
  • Must have strong Microsoft Office Suites computer skills.

While performing the duties of this job, the employee's workspace is in a clean and comfortable climate-controlled setting with little to no exposure to the moving equipment, elements, extreme conditions, or risk of injury. The noise level in the work environment is usually quiet. When entering the shipyard, the work environment is not climate-controlled and there is exposure to moving equipment, etc.
