SUMMARY



The Program Manager is responsible for the delivery and oversight of all Institutional Support delivered to work closely with the COR to initiate, complete, and follow up, as needed, on all maters relating to the recruitment, onboarding, and termination of E&E Institutional Support staff employees, as well as closely monitor all financial aspects of this contract. Further, the Program Manager will oversee the on-time and on-budget delivery of support services through the Institutional Support staff. The Program Manager will institute monitoring processes, systems, and relevant performance indicators of the Institutional Support staff work to ensure excellent quality and customer services are provided to internal and external E&E Bureau stakeholders and client. The incumbent should meet the following requirements in education, work experience, knowledge and skills and abilities to be able to carry out the aforementioned duties and responsibilities.


Must be able to obtain and maintain the required customer clearance for access to systems, facilities, equipment and property as needed.

ESSENTIAL REQUIREMENTS



Project Management Professional (PMP) Certification preferred.


Knowledge of USAID-mandated policies and regulations relevant to contract management, assessments and analysis. Previous International Affairs (State Dept/USAID) providing OCONUS support.


Demonstrated experience managing stakeholder relationships at senior levels of government. Understands international challenges associated with OCONUS relationships.



ESSENTIAL DUTIES AND RESPONSIBILITIES



Essential Duties and responsibilities include the following. Other duties may be assigned.


Travel Management (Including managing travel logistics and passport/visa requirements (airline reservations, hotels, etc.) and all details pertaining to an employee or consultant's overseas deployment (STTA or TDY), including swiftly processing all staff reimbursements. Staff containing travel requirements in their PD must be prepared to travel within two to four weeks' notice, as required by USAID).


Subcontractor administration.


Process of background investigations, security clearances, recruitment, retention, onboarding and offboarding of task order staff.


Manages finances of contract, including invoicing and accounting.


Maintains reports and tracks inventory.


Manages government equipment and property (e.g., badging, laptops, and office space).



EDUCATION AND EXPERIENCE



Bachelor's degree required and eight (8) years of experience designing, managing, and evaluating development or operational projects with increasingly responsible project management responsibilities.

Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus. Exposed to general office noise with computers printers and light traffic.

The pay range for this role is $150K to $175K, with the final offer amount dependent on location, skillset, and experience.
