POSITION: Regional Contracting Manager (2 positions available)

JOB DUTIES:


Responsibility for planning and total management of overall construction proposals for new projects. This requires defining and implementing project budgets in line with corporate and client objectives. In managing the Construction Proposal function, the Beneficiary sets business strategies and oversees financial analysis, processes, procedures, and policies. Oversee Proposal Plan; Lead weekly meetings with the Proposal Department; Review the status of proposals received and analyze their implications; Provide senior-level managerial guidance to the team on next steps; and Ensure compliance with the company's strategy and policies in the review and implementation of project proposals. Lead the Review of Area Projects; Lead the Construction Working Group for various potential future projects throughout California/West Region; Provide senior-level managerial guidance in the procurement process to the Procurement and Design teams; Oversee the analysis of project funding options; and Manage performance of funding comparatives across business units. Liaise with Developers; Foster solid working relationships with developers; Chair weekly meetings to hear potential concerns and claims; Exercise discretion to address and resolve developers' issues; and Spearhead negotiations for potential change orders. Oversee the Procurement Plan; Lead meetings with key suppliers to foster good relationships; and Identify opportunities for potential future partnerships; Lead the Tri-Annual Forecast Revision; Oversee the creation of a well- defined and accurate financial forecast for West/CRB; Lead informational meetings for department managers; and Review the organizational chart and exercise discretion in decisions about potential staff increases or decreases, design documents, quantity/unit price review, and other critical financial data. Provide Project Management; Attend and advise in weekly legal meetings; and provide senior-level managerial guidance on matters related to subcontractor claims, employment issues, company objectives/liabilities, and construction concerns.


MINIMUM EDUCATION:


Bachelor's degree in Civil Engineering, Construction Management, or related field. Will accept educational equivalence based on combination of education and experience.


MINIMUM EXPERIENCE: 6 years' experience as a Managing Director, Project Director, CEO, Proposal Design Manager, or Construction Manager. 6 years' experience on projects developed under a Quality Control Plan; managing proposals, contracts, or change orders for Design-Build or P3 transportation projects with costs exceeding $200 million overall; managing cost control/budgets for large transportation construction project valued over $200 million; negotiating technical requirements and criteria with key stakeholders for a large infrastructure construction project valued over $200 million specifically in roadway, highway or railway heavy civil infrastructure projects.


TRAVEL REQUIREMENTS:


20% domestic/regional travel for business meetings, client meetings, and training
