Job Description:

Nature of Work


This is technical plans review work at the advanced level to ascertain that plans comply with the Harford County Building Code. Work includes examining plans, blueprints, and specifications. Employees in this class oversee the work of lower level plans reviewers and may supervise, guide and assign and review work as needed. Employee receives general supervision from the Deputy Director of Inspections, Licenses and Permits. Performance evaluation is based on proper application of codes to plans review and on effectively dealing with the public.



Examples of Duties



(The following examples illustrate the work performed in the positions in the class. Positions may require some or all of these examples depending on the organization of work within the department. The list is not inclusive. A position may require duties not listed, if necessary, to accomplish the work of the department.)


  • Receives plans, blueprints and specifications for the construction, alteration or reconstruction of buildings and other structures.
  • Reviews all plans, blueprints and specifications for compliance with the Harford County Building Code and related laws and ordinances.
  • Answers inquiries relating to building code requirements and explains the requirements as necessary.
  • Oversees the work of lower level Plans Reviewers. Provides guidance and assigns, reviews and supervises work as needed.
  • Confers with architects, building owners and contractors relating to any questions arising in the review of plans.
  • Maintains records of all work performed.
  • Prepares reports as directed.
  • Makes on-site inspections as required.


  • Minimum Qualification Requirements



    KNOWLEDGE, SKILLS, AND ABILITIES
    :



    • Considerable working knowledge of the applicable codes, ordinances and regulations governing construction, alteration and reconstruction;


    • Knowledge of materials, principles and practices of construction activities;


    • Knowledge of civil engineering principles and practices as they apply to plans and construction;


    • Ability to read and interpret blueprints, construction plans and specifications.


    • Ability to recognize deviations from the applicable codes in blueprint, plans and specifications;


    • Ability to read maps;


    • Ability to enforce codes, ordinances and regulations firmly, tactfully and impartially;


    • Ability to maintain records and prepare reports of work activities and findings;


    • Ability to establish and maintain effective working relationships with associates, architects, engineers and contractors;


    • Ability to assign and review work and to supervise others as needed;


    • Ability to express ideas effectively both orally and in writing;


    • Ability to bend, stoop, kneel, sit or stand;


    • Ability to drive a County vehicle


    • Ability to carry out all assignments.



    EDUCATION AND EXPERIENCE:
    Possession of a high school or vocational-technical school diploma or a GED Certificate seven AND (7) years experience in some phase of plans examining, building, or other construction work. Two (2) years in inspecting work for conformance to applicable building codes and other ordinances, and two (2) years in examining plans.



    OR



    A.A. degree in the construction field, plus five (5) years experience in some phase of plans examining, building or other construction work. Two (2) years in inspecting work for conformance to applicable building codes and other ordinances and two (2) years in examining plans.



    OR



    A combination of higher education and experience totaling seven (7) years as described above.



    LICENSE AND CERTIFICATION:



  • A valid Class "C" non-commercial driver's license with no more than three (3) points.
  • Candidate must obtain the following International Code Council Certifications within 12 months from the date of hire:
  • Building Plans Examiner B3
  • Commercial Energy Inspector/Plans Examiner w/ASHRAE 90.1 - CE
  • Accessibility Inspector/Plans Examiner - 21

  • SAFETY: Must comply with all Federal (OSHA), State of Maryland (MOSH), safety regulations and applicable Harford County safety policies, procedures, or manual as required for this position.

    ANNUAL LEAVE - Begin accruing first day of employment and cannot be taken until successful completion of probationary period, EXCESS of 40 DAYS [320 hours] will be deposited into an 106 Premium Reimbursement Account.




    0 months - 3 years 1 day per month (12 days per year)


    4 years - 9 years 1 ¼ days per month (15 days per year)


    10 years - 15 years 1 ¾ days per month (21 days per year)


    Over 15 years 2 days per month (24 days per year)

    SICK LEAVE - Begin accruing first day of employment (UMLIMITED ACCUMULATION)




    1 day is allowed after first month of employment


    1 ¼ days per month accumulation




    PERSONAL LEAVE - For new employees, personal leave is prorated according to schedule below, for the first year only. Any employee on board as of December 31st of each year automatically receives 8 days as of January 1st the following year. (NOTE: Personal Leave may not be taken until successful completion of probationary period; personal leave will be lost if not taken before December 31st of each year.)

    FAMILY LEAVE - Up to 12 weeks per year

    MILITARY LEAVE - 3 weeks per year with no loss in pay for Reserve or National Guard Training, Active Duty and serving during emergencies.




    CIVIL LEAVE - No loss in pay while serving Jury Duty.




    RETIREMENT - State Pension System (7% employee contribution)

    RETIREE HEALTH CARE INSURANCE BENEFITS-


    Employees hired on or after 7/1/2010 will have an automatic Retirement Health Savings account made available as the primary retiree healthcare benefit. This 105(h) Universal Reimbursement Account will only be able to be accessed upon separation of service and/or retirement whichever applicable.
