The Housing Authority of the Riverside County is seeking experienced and motivated candidates to apply for two Supervising Development Specialist positions based in Riverside.
In these pivotal roles, the incumbents will supervise a dedicated team of 10-12 staff, overseeing performance evaluations, timekeeping, and work assignments, as well as managing disciplinary actions, conducting training, and attending all HUD-mandated policy meetings. They will also interpret federal guidelines to ensure department policies remain current. Responsibilities include addressing customer service inquiries, overseeing budget impacts, and ensuring high-quality service to our community.

The Housing Authority of the County of Riverside is a public agency chartered by the State of California to administer the development, rehabilitation or financing of affordable housing programs. EXAMPLES OF ESSENTIAL DUTIES
• Provide full scope supervision over a professional unit of staff who perform technical and analytical program/project related work activities based on department assignment or plan; organize and direct workforce development, economic development, housing, or community development projects to ensure adequate program/project management functional support of large-scale projects and/or key program initiatives.
• Determine financial impact and monitor budget of projects; provide recommendations regarding projects to be funded and present justification to administration.
• Maintain working relationships with federal, state and local agencies, County departments, community groups, and private-sector businesses and developers.
• Maintain program linkages with training institutions, employers and community service agencies.
• Compile and compare project statistical data with established program goals.
• Negotiate, administer and monitor contracts and agreements; supervise Development Specialist staff with regards to specific projects or job training activities by prescribing procedures and methods, scheduling and assigning tasks, monitoring progress, reviewing results, and being responsible for completion of tasks and the evaluation of work performance.
• Provide technical advice to businesses, developers, employers, County departments, and staff.
MINIMUM QUALIFICATIONS
OPTION I
Experience: Two years as a Development Specialist III with the County of Riverside with at least one year in a lead capacity. (A master's degree from an accredited college or university in public or business administration, behavioral science, social science, political science, public policy, urban studies, education, marketing, economics, environmental sciences, geography, or a job-related field similar to that utilized within the County of Riverside Office of Economic Development, Department of Housing & Workforce Solutions, or Facilities Management Department may substitute for one year of the required non-lead experience.)
OPTION II
Education: Graduation from an accredited college or university with a bachelor's degree, preferably with a major in business or public administration, behavioral science, social science, political science, public policy, urban studies, education, marketing, economics, environmental sciences, geography, or a job-related field similar to that utilized within the County of Riverside Office of Economic Development, Department of Housing & Workforce Solutions, or Facilities Management Department. (Additional professional, technical or senior clerical experience in a job-related field similar to that utilized within the County of Riverside Office of Economic Development, Department of Housing & Workforce Solutions, or the Facilities Management Department may substitute for the required education on the basis of one year of qualifying full-time experience equaling 30 semester or 45 quarter units of the required education.)
Experience: Four years of professional experience in a job-related field similar to that utilized within the County of Riverside Office of Economic Development, Department of Housing & Workforce Solutions, or the Facilities Management Department, with at least two years in a lead or supervisory capacity. (A master's degree from an accredited college or university in public or business administration, behavioral science, social science, political science, public policy, urban studies, education, marketing, economics, environmental sciences, geography, or a job-related field similar to that utilized within the County of Riverside Office of Economic Development, Department of Housing & Workforce Solutions, or Facilities Management Department may substitute for one year of the non-lead/supervisory required experience.)
EXAMPLES OF BUSINESS & COMMUNITY SERVICES/HOUSING, HOMELESSNESS PREVENTION & WORKFORCE SOLUTIONS, FACILITIES MANAGEMENT FIELDS: Economic development; housing and community development; commercial development; real estate; facilities management; community services (e.g., parks, community centers, or lighting, water, and utilities programs), workforce development (e.g., employment programs or job training programs); eligibility or social programs; finance; contract monitoring/management; environmental or sustainability programs; foreign trade; public relations; marketing; fund raising; film; aviation; human resources; museums; and libraries.
ALL OPTIONS
Knowledge of: Principles of public administration and personnel management; techniques of administrative and budgetary analysis; federal regulations for the Community Development Block Grant Program and housing programs; the purpose and structure of public job training programs; local employment practices, conditions and needs; community resources and the training and educational services being provided; vocational and employment counseling techniques; qualifications necessary to fill jobs in various employment sectors; laws and regulations governing the funding and operations of publicly funded training programs.
Ability to: Research, compile and analyze economic, industrial, housing and community development, or job training information, and recommend effective courses of action; organize factual materials and perform research and analysis in developing reports and promotional literature; write grant proposals; provide technical assistance and consultation service to government organizations and community agencies and groups; monitor program operators' compliance with contracts; establish and maintain effective relations with business representatives, civic groups, the general public, and co-workers; exercise tact and discretion in communicating material of a sensitive nature.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
