ABOUT THE POSITION
The County of Riverside's Department of Public Social Services, Welfare to Work (WTW) Division, is seeking to fill an Employment Services Counselor I/II position in Blythe, CA.
Under general supervision, in the Department of Public Social Services Welfare to Work Program, the incumbent will develop employment opportunities by promoting various job programs to employers and community organizations; counseling participants in the developing of an employability plan; providing assistance in obtaining employment or appropriate training, and perform other related duties as required. The incumbent is required to travel to offsite locations and events as needed.
The most competitive candidates will have experience counseling and/or training individuals in employment services (such as resume writing and employment interview skills); presenting and/or conducting training sessions; knowledge of Microsoft Office Suite; strong customer service skills; strong written and verbal communication skills .

The level at which the position will be filled is at the Department's discretion and is based on candidate qualifications.
The Employment Services Counselor I is a natural progression underfill for the Employment Services Counselor II. Incumbents are eligible to promote upon completion of training, meeting the minimum qualifications, and receipt of a satisfactory performance evaluation.
Meet the Team! The Riverside County Department of Public Social Services (DPSS) is comprised of employees who work collectively and in partnership with community-based organizations to serve the needs of the community.
EXAMPLES OF ESSENTIAL DUTIES
• Solicit and develop sources of employment for participants; explain program benefits and requirements to potential employers and community organizations.
• Initiate cold calls to potential employers; attend job fairs and other functions to solicit jobs; promote participation in various employment programs.
• Interview, screen and counsel participants regarding employment barriers; advise participants regarding alternate training and employment opportunities.
• Evaluate participants interests, education, and experience to determine possible program placements; develop plans to further participants entry into the labor market.
• Arrange supportive services and refer participants to appropriate training and employment services; monitor and evaluate participants progress and attendance.
• Counsel participants in interviewing skills, techniques, and etiquette for employment interviews; follow up on participants after placement in jobs to assist with work related problems.
• Administer and determine suitability for Lump Sum Diversions.
• Facilitate Self Sufficiency Through Employment (SSTE) Workshops.
• Conduct home calls to promote participation in employment programs; assist in overcoming barriers and provide job leads.
MINIMUM QUALIFICATIONS
EMPLOYMENT SERVICES COUNSELOR I ($52,949.40 - $70,350.00 Annually)

EMPLOYMENT SERVICES COUNSELOR II ( $60,795.00 - $76,969.20 Annually)
OPTION I
Experience: One year of as an Employment Services Counselor I with Riverside County.
OPTION II
Experience: Two years of professional experience in vocational, educational, or motivational counseling, employment development, training, and/or employment agreement negotiation and monitoring, or vocational testing and assessment. Experience must have included one year in a California county welfare to work program.
OPTION III
Experience: One year of experience comparable to an Eligibility supervisor with Riverside County.
ALL OPTIONS
Knowledge of: Principles and techniques of counseling, vocational guidance, and occupational placement; social and psychological problems of unemployment or vocational adjustment faced by disadvantaged persons; wide variety of occupational job duties and requirements; public social service agencies and their services; general labor market trends and economic conditions.
Ability to: Promote concepts of hiring welfare recipients to employers and the community in order to obtain employment for SSTE Workshop participants; assess and evaluate the employability of participants in job programs; counsel and motivate participants; mediate and resolve conflicts between job program participants and employers; establish and maintain effective working relationships with disadvantaged participants, employers, community service agencies, members of the public, and staff; communicate effectively in written and oral form; maintain case records. Proficient computer skills preferred.

License/Certificate: Possession of a valid California Driver's License may be required.

Pre-Employment

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
