Educational and Experience Requirement:

Bachelor's degree in business project management, technology-related, or a related field. Five years of experience in IT project management, with at least 2 years in leadership or director-level role or in a related field. Experience managing a Project Management Office (PMO) is strongly preferred.
Project Management Professional (PMP) certification is required
; additional certifications in Agile, Scrum, or ITIL are highly desirable. Experience in a state institution of higher education leading complex, large-scale IT project management is desirable. Additional education may be considered in lieu of experience.


Nature & Purpose of Position:

Performs complex and highly advanced managerial work providing direction and guidance in strategic operations and planning in the IT Project Management Office (PMO) for the Strategic Enrollment & Innovation division at Sam Houston State University (SHSU). Responsible for the successful delivery of IT projects. Provides leadership and guidance to project managers and teams, ensuring best practices in project management are followed and continuously improved.


Primary Responsibilities:

Develops and implements the strategic vision for the IT Project Management Office (PMO). Aligns IT project management processes and goals with the overall objectives of the division. Serves as a key advisor to the Executive Director of Operations and Senior Vice President on IT project strategy and execution. Leads the planning, execution, and delivery of high-impact IT projects, ensuring alignment with strategic priorities. Ensures that IT projects align with the division and university's strategic goals, are delivered on time, within scope, and on budget. Manages the IT project portfolio, ensuring project interdependencies and resource allocation are effectively managed. Responsible for risk management, budget planning, and adherence to regulatory guidelines. Ensures rigorous project governance and reporting mechanisms are in place and adhered to. Provides leadership, mentorship, and development opportunities to a team of project managers. Fosters a culture of continuous improvement, encouraging innovation and efficiency in project delivery. Conducts performance evaluations, setting clear objectives and expectations for the IT project management team. Leads cross-departmental projects involving multiple staff members. Builds and maintains strong relationships with key stakeholders, including department heads, faculty, and external partners. Facilitates effective communication between project teams and stakeholders, ensuring transparency and accountability. Acts as a point of escalation for project-related issues and risks, ensuring timely resolution. Oversees the development and management of project budgets, ensuring cost-effective use of resources. Ensures the efficient allocation of resources across projects, managing competing priorities effectively. Compiles and disseminates comprehensive project and portfolio reports, covering status, budget expenditures, and key performance metrics. Integrates agile methodologies to drive continuous improvement. Continuously evaluates and improves project management processes, tools, and methodologies. Implements best practices in project management, leveraging industry standards and innovations. Ensures compliance with regulatory requirements and university policies in all project management activities. Performs other related duties as assigned.


Other Specifications:

Strong proficiency in project management software and tools, such as Microsoft Project, JIRA, or similar. Ability to work in a fast-paced environment with multiple priorities. Strong communication, negotiation, and interpersonal skills, both orally and written. Demonstrated experience in strategic planning, budgeting, and resource management. Exceptional leadership and people management skills. Strong strategic thinking and problem-solving abilities. Exhibit critical judgment, high-level initiative, and complex reasoning to address and resolve university-wide challenges.


Requires occasional travel to meet with stakeholders or attend conferences. May be required to work extended hours during peak project periods.
This position may be designated as a Campus Security Authority (CSA).



Up to 20% of this position, over the fiscal year during off-peak periods, may be performed remotely as determined by the supervisor.
