Job Description:
Working under the NSP's Professional Standards Division, this position supports the NSP's Administrative Programs Manager II with the operation and management of the Combined Law Enforcement Information Network, CLEIN. CLEIN is the information system used by over 100 Nebraska law enforcement and criminal justice agencies to access federal and state databases, such as the FBI's National Crime Information Center (NCIC), the FBI's National Data Exchange (N-DEx), the International Justice and Public Safety Network, known as Nlets as well as other interstate and intrastate databases. CLEIN is managed by the Nebraska State Patrol.
Duties include:
• Preparing class materials and instruction of NCIC and Nlets curriculum to vetted students attending class to obtain NCIC certification • Conduct triennial policy audits to determine compliance with FBI standards • Conduct quality control reviews to ensure accuracy for data entered into NCIC • Conduct quality control reviews on various transactions sent through CLEIN • Troubleshoot to conclusion any NCIC/Nlets related error transactions • Monitor agency's access to CLEIN for compliance with FBI policies • Support NSP and allied agencies by assisting with policy interpretation and guidance • Liaise with other NSP Divisions that interface to CLEIN and other state partners with an involvement with CLEIN, e.g., the Nebraska Department of Motor Vehicles • Regularly liaise with CLEIN agency "terminal agency coordinators" for policy compliance • Liaise with criminal justice administrators at various federal, state, local and Tribal law enforcement agencies
Requirements/ Qualifications
Minimum Qualifications: Associate degree in public or business administration, accounting, or any discipline related to the work assigned. One year of experience in administrative, business management or technical support work including collecting and interpreting statistical, financial, program, or administrative data; or interpreting laws, rules, regulations, and processes. Experience may substitute for education on a year-for-year basis.
Preferred Qualifications:
Must be able to travel throughout the state and nationwide (at times, overnight) when necessary
NCIC operator "full access" certification
Must attend Instructor Development Training within first 6 months of employment
NCIC knowledge and certification
Prior work in a related field (public safety, dispatching, etc.)
A working knowledge of CLEIN, mission, purpose, and operation
A knowledge of CJ systems, an understanding of their missions, purpose, and operation, including NCIC, N-DEC, NICS, NLETS, Patrol Criminal History, and NCJIS (Nebraska Criminal Justice Information System)
A basic understanding and awareness of IT networking
A valid Nebraska driver's license for travel by state vehicle when necessary
Ability to lift minor objects

Knowledge in:
The standards governing the mission and/or programs of the State Patrol
Personal computer operations and associated automated databases and systems
State Patrol policies and protocols for contacting various agencies and for sharing sensitive/confidential information
Procedures used to enter and retrieve confidential information from NCIC, NLETS, and other criminal justice systems
Training in computer terminology and computer terminal operation, including Microsoft Excel, Word, Power Point, the State's central computer information management system, NCJIS
Skill in:
Operating computer terminals, office equipment, and communications center equipment
Entering and retrieving information from NCIC, NLETS, and NBLETS.
Ability to:
Effectively communicate and interact in person, by telephone, email, and fax to exchange factual information, audit, investigate, research findings and conclusions, and maintain cooperative work relationships
Display initiative, effort, and commitment towards completing assignments
Pay attention to detail and organization
Establish and maintain work relationships with co-workers, inter and intra agency employees, and the public
Apply methods and instructions pertinent to the collection, analysis, and dissemination/presentation of data
Identify trends and activities statewide and regional areas to target for enforcement actions
Create and summarize data into charts, timelines, graphs, tables, and narrative reports.
