Supervision Exercised: Supervises the Staff Assistant for Payroll & Benefits
General Statement of Duties: The Director of Payroll & Benefits ensures the proper wage and salary payments to the employees, administers benefit programs and assists the Human Resource division with all facets of the Payroll and Benefit functions.
Duties and Responsibilities:
Responsible for entering and maintaining payroll records for employees, including contract employees.
Responsible for managing payroll deductions, such as union dues, pre-tax savings plans, insurances, deferred compensation, etc.
Oversees Academy attendance reporting.
Assists with developing, drafting and enforcing personnel policies and procedures.
Creates payroll-related reports for budgeting and forecasting.
Works with Human Resources to ensure accurate and timely contractual rate increases, personnel actions, overtime, resignation/retirement buyouts and other compensatory adjustments.
Performs employee onboarding orientation and explanation of benefits to new employees.
Ensure that employee payroll files and records are properly and securely maintained.
Serves as primary contact for Comm of MA Group Insurance Commission.
Serves as primary contact for State Retirement Board and DHE Optional Retirement Program.
Serves as agency primary contact for Department of Unemployment Assistance.
Serves as contact for Workers Compensation reporting.
Serves as agency contact for Comm of MA Department of Paid Family Medical Leave.
Guides management and employees by researching, developing, writing, and updating policies.
Complies with federal, state and local requirements by studying existing and new legislation.
Minimum Qualifications:
Bachelor's degree in a related discipline
Preferred Qualifications:
2+ years of Payroll experience
Experience with HR/CMS platform
Knowledge and/or experience of higher education policies and practices
Experience with collective bargaining units
Salary: $90,000 - $100,000 annually. The Academy offers generous benefits and a competitive salary commensurate with qualifications and experience. This position is exempt under the FLSA.
