Millis Equipment is looking for an effective team-first leader to step into the Project Management role on upcoming and active projects in both the public (TXDOT, other DOT, FCDs) and private sectors (commercial, subdivisions).
This team member must have direct project management and/or field experience employed by a Prime Contractor firm on heavy civil construction projects featuring mass grading, storm sewerage, sanitary sewerage, water piping, subgrade preparation, flatwork, and paving.
Summary of Position: The Project Manager is the Company's key representative and stabilizing presence on the project team. It is the Project Manager's duty to ensure the team effectively functions in pursuit of the common goal: to ensure the project is completed in accordance with the contract documents, on schedule, within budget, and in a manner that meets or exceeds the Company's reputation. To accomplish this, he or she must focus on three keys: (1) Effective leadership of other project management personnel and, in collaboration with the General Superintendent, field operations personnel, and (2) Establish baselines and progressively manage the Project Budget, CPM Schedule, and other required KPIs, and (3) Manage and preserve the Project and the Company's best interests through effective collaboration and communication with external Project Stakeholders (Owners, Engineers, etc.)
Core Functions
1. Project Planning:
- Collaborate with clients and stakeholders to define project objectives, scope, and deliverables.
- Develop detailed project plans, schedules, and budgets, considering factors such as resource allocation, risk management, and regulatory requirements.
2. Stakeholder Management:
- Act as the primary point of contact for clients, public entities, regulatory agencies, and subcontractors.
- Facilitate communication and foster positive relationships with all stakeholders throughout the project lifecycle.
3. Regulatory Compliance:
- Ensure projects adhere to all relevant regulations, codes, permits, and standards set forth by public entities, including zoning laws, environmental regulations, and safety guidelines.
- Obtain necessary approvals and permits from regulatory agencies as required.
4. Construction Oversight:
- Supervise the construction process, including procurement, subcontractor management, and site inspections.
- Monitor progress, quality, and safety compliance to mitigate risks and address issues promptly.
5. Budget and Cost Control:
- Manage project budgets, forecasts, and expenditures to optimize resource utilization and control costs.
- Identify and address budget variances, change orders, and other financial aspects of the project.
6. Quality Assurance and Quality Control:
- Implement quality assurance processes to ensure that projects meet specified standards and specifications.
- Conduct regular quality control inspections and audits to identify and resolve deficiencies.
7. Team Leadership:
- Lead and motivate project teams, including engineers, contractors, and support staff, to achieve project objectives.
- Provide guidance, support, and mentorship to team members to foster professional development and collaboration.
8. Documentation and Reporting:
- Maintain accurate project documentation, including contracts, drawings, permits, and reports.
- Prepare regular progress reports, status updates, and presentations for clients and stakeholders.
Qualifications:
- Proven experience (5 years) managing civil engineering and construction projects for public entities, preferably in Texas.
- Strong leadership, communication, negotiation, and problem-solving skills.
- Proficiency in project management software and tools (e.g., MS Project, Primavera, Procore).
- Ability to work collaboratively in a dynamic environment and manage multiple projects simultaneously.
- Commitment to safety, quality, and customer satisfaction.
Baseline Duties: • Communicates in a detailed and professional manner with Client and internal parties. • Ensures that the standards and specifications of TXDOT, other DOT, or similar public entities are met or exceeded throughout all stages of the Project life cycle. • Provides support and operations expertise to field personnel. • Manages multiple projects of varying size and scope. • Facilitates project pre-construction activities including, but not limited to: budgeting, scheduling, projected production analyses, and sequencing • Manages project schedule in coordination with external and internal parties. • Coordinates with Survey and Engineering firm(s) to resolve issues on site plans, as-found conditions, and topographical analyses. • Assists in the resolution of field coordination issues or scheduling of resources with internal and external parties. • Writes, reviews, and/or analyzes Requests for Information. • Executes and logs Change Order Requests and Change Orders. • Executes and logs Subcontractor Change Orders related to changes in a project contract. • Coordinates and executes all documents required to obtain a project's permits. • Prepares, revises, and distributes project schedules. • Utilizes available construction management and accounting software to analyze project cost performance, forecast costs, and control construction accounting. • Coordinates and executes all documents required to properly close out a project's completion. • Oversees in-place quantity measurements and reconciles quantity differences between Client and Contractor. • Prepares project reports for management, clients, or others. • Confers with project personnel to provide technical advice and to resolve problems. • Reviews and approves supplier/vendor invoices related to a project. • Reviews and approves overhead charges to be applied to a project. • Participates in weekly project meetings, managing the resolution of any issues. • Write, review, and negotiate contract terms with Client, Subcontractors, Authorities Having Jurisdiction, and other interested parties. • Identify and resolve scope conflicts arising from subcontractor buy-out. • Enforce contract terms with Subcontractors and Vendors. • Assist the estimating team with bid solicitation, business development, and other such activities associated with preconstruction.
The duties described above are not inclusive. Additional duties may be permanently assigned or required from time to time due to the need to respond to customer needs and remain competitive in the marketplace.
Qualifications • At least five (5) years of relevant experience • Ability to manage civil development operations performed by both internal and external parties. • Ability to examine construction plans for accuracy, completeness, constructability, and modifications. • Skilled in effective team leadership. • Demonstrates intermediate level skills using a personal computer and company communication tools, such as email, internet, and Microsoft Office products (e.g., Word, Excel, Outlook). • Experience with Procore software or ability to learn. • Experience with ERP or Accounting Management software or ability to learn. • Fluently speak, read, and write English. • In-depth knowledge of relevant regulations, codes, and standards governing public infrastructure projects. • Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations. • Skilled in time management. • Skilled in multi-tasking. • Ability to learn and perform primary functions of positions within department. • Demonstrates exemplary communication, customer service skills, and verbal/written skills with all levels of company personnel and external parties.
Qualification Enhancement: Bachelor's degree in project management, civil engineering, or similar.
