Reporting to the Executive Vice President, PCIFS, this senior management level position leads and supports the PCI Federal Services (PCIFS) enterprise Contracts Administration & Compliance /Organizational Management arena and plans and owns the development of strategy and related implementation of high-impact projects. Ensures compliance with company's policies and procedures, applicable federal rules and regulations, and ethical standards.
Works directly with senior management, project and corporate staff in executing and advising the full cycle contracting and compliance processes across all PCIFS enterprise LLCs (and Joint Venture LLCs).
Provides senior level support to PCIFS LLC Contract Managers and Administrators in matters including contract strategy, negotiations, review, approvals, interpretation, proposal support, order entry, contract administration, and day to day program support for contracts in order to ensure compliance with the Federal Acquisition Regulations (FAR) and Defense of Defense FAR Supplement (DFARS).
Ensures compliance with PCIFS Contracts Policy and associated objectives; business strategy; and compliance with applicable laws.
Oversees and implements government reporting and periodic compliance filings (e.g., SAM.gov, service contractor reporting, GSA schedule reporting, FSRS, ESRS, CPARS etc.).
Supports the companies' commercial and strategic contract initiatives. Provides advice to leadership regarding contractual matters.
Develop, implement and manage standardized project kickoff processes and procedures across the PCI Federal Services LLC's.
Develops and implements contract execution strategies to meet PCIFS's enterprise growth strategies through close collaboration with executive leadership.
Maintains a centralized contract document management system to include contract portfolio, backlog, and historical award information.
Assists proposal teams in analyzing complex customer solicitations/RFPs/RFQs, identifying business risk, and developing risk mitigation plans.
Develops and implements contracts policies and associated procedures related to the contracting practices, as well as regulatory and other compliance.
Establishes effective working relationships with key leaders of all divisions and subsidiaries.

Job Requirements
Qualifications
Bachelor's degree in related business field. Federal Contracting certifications a plus.
10+ years Government Contracts, Compliance and Organizational Management in a senior role, working congruently with multiple (5+) separate companies/organizations is required.
Experience with CONUS and OCONUS federal agency and DoD contracting to include specific insurance(s) and employee health and welfare requirements.
Experience with Time & Materials, Firm Fixed Price, and Cost-Plus type of Government Contracts including delivery based, milestone based, and recurring services FFP contracts.
Demonstrated experience with DBA and SCA compliance and reporting requirements.
Fluency in English language and exceptional verbal communication and writing skills are required.
High level of proficiency in Microsoft Office programs is required.
Must possess a valid driver's license.
Must be able to obtain and maintain a DoD security clearance at the Top-Secret Level.
Ability to travel as required and up to 30%.
Will be required to undergo a standard background check along with verification of education requirements.
