Position Overview:
We are seeking a detail-oriented and experienced RFP Proposal Analyst with a strong background in managing the proposal process for government clients, including federal, state, and county agencies in Sacramento, CA. The successful candidate will be responsible for developing high-quality proposals in response to Requests for Proposals (RFPs), Requests for Information (RFIs), and Requests for Quotations (RFQs). This role requires a deep understanding of government procurement processes and the ability to coordinate cross-functional teams to deliver compelling and compliant proposals.
Key Responsibilities:
Proposal Management: Lead and manage the entire proposal development lifecycle, from analyzing RFP/RFQ/RFI requirements to final submission, ensuring that all proposals are compliant, competitive, and professionally presented.
RFP Analysis: Review and analyze RFPs from federal, state, and local government agencies to understand the scope, requirements, evaluation criteria, and any special conditions.
Collaboration and Coordination: Work with internal teams (sales, technical, legal, finance) to gather necessary information and ensure all aspects of the proposal are aligned with client requirements and company capabilities.
Content Development: Write, edit, and organize proposal sections (executive summaries, technical approaches, pricing models, etc.) that clearly address the needs of the client and highlight the company's strengths.
Compliance Assurance: Ensure that all proposals are fully compliant with government regulations, guidelines, and submission requirements.
Proposal Quality Control: Perform quality checks on all proposals to ensure clarity, consistency, and technical accuracy. Manage timelines to ensure on-time delivery of proposals.
Proposal Repository Maintenance: Maintain a repository of past proposals, templates, and standard content that can be reused or adapted for future RFPs, ensuring all materials are up to date.
Post-Submission Follow-up: Track the status of submitted proposals, respond to requests for clarifications, and support any follow-up activities, including negotiations and contract awards.
Market Research: Conduct research on government procurement trends, upcoming opportunities, and competitor activities to keep the company competitive in the marketplace.
Qualifications:
Experience:
Minimum of 3-5 years of experience in preparing RFPs, RFQs, and RFIs for federal, state, and local government clients.
Strong knowledge of government procurement processes, regulations (such as FAR/DFAR for federal contracts), and compliance requirements.
Experience with public sector agencies in the Sacramento region is highly preferred.
Writing and Editing Skills: Exceptional written communication skills with a proven ability to develop clear, concise, and persuasive proposal content.
Project Management Skills: Strong organizational skills and the ability to manage multiple proposals simultaneously while meeting strict deadlines.
Attention to Detail: A high level of accuracy and attention to detail to ensure all proposals meet submission requirements and are free of errors.
Collaboration Skills: Ability to work cross-functionally with teams from different departments to ensure that all proposal components are cohesive and aligned with the company's overall objectives.
Education: Bachelor's degree in Business, Communications, English, Public Administration, or a related field.
