General Purpose
The director, regulation, has responsibility for all regulatory results and relationships in Oregon, Washington and California and maintains professional working relationships with state and federal regulators to enable achievement of corporate goals. This position identifies, assesses and implements (with affected business units) creative strategies in the areas of state and federal regulation and provides technical advice and services to MidAmerican Energy Holdings Company and its affiliates regarding acquisitions and regulation.
Responsibilities
Manage and make recommendations regarding the execution of regulatory strategy for general rate cases and other regulatory initiatives.
Manage and make recommendations regarding the preparation of revenue requirement, cost of service and regulated pricing analyses.
Direct company responses in state regulatory dockets through testimony, data responses and other communications, while representing the company’s interests before state regulatory agencies, other agencies and associations.
Interface with and provides regulatory advice to Pacific Power government affairs staff.
Establish and maintain regulatory and industry relationships regionally and nationally to enable the securing of information; to be viewed as a company that is credible, legal, ethical and professional and to successfully pursue our regulatory and business strategies.
Identify potential opportunities that can be facilitated by regulatory action within the region, nation and internationally for PacifiCorp.
Provide knowledgeable and credible technical expertise related to industry issues in regulatory and other forums.
Build coalitions with counterparts at other utilities, other industries, industry groups, professional associations and community organizations.
Work closely and coordinate with other MidAmerican Energy Holdings Company regulatory and legal functions.
Develop strategic and operational plans for control, management and improvement of regulation capabilities and for ensuring alignment with company goals and objectives. Participate in the development of the corporate and departmental business plans.
Perform administrative activities necessary for the effective management of the department, including employee safety, selection and development of employees, salary administration, budget administration, employee counseling and motivation, organization goals and objectives and planning, organizing, integrating, measuring and reporting the work performed within the department.
Requirements
Bachelor’s degree in economics, law, engineering, accounting, business or related field.
Minimum of ten years of experience in governmental, regulatory, rate or operations management.
Minimum of five years direct people management experience.

Exceptional leadership skills to direct the activities of individuals or teams toward the accomplishment of goals.
Knowledge of the utility industry required; existing regulatory or legislative contacts also desirable.
Project management skills; ability to prioritize and handle multiple issues and projects concurrently.

Advanced degree preferred.
