POSITION SUMMARY:

The Senior Director of Strategy, IT Quality Assurance (QA), and Enablement is responsible for and leading a team a function that oversees IT Strategy, IT QA, and Enablement.

As it pertains to IT Strategy, this person will work across all of IT, and with enterprise strategy, to bring to have a documented IT Strategy that helps to ensure IT has the people, process and technology blueprint to support the larger NMDP strategy. This IT strategy will be part of the larger NMDP strategy that supports the "automation" and IT portion.

As it pertains to the IT QA function, this person will support the overall NMDP IT QA vision. This includes the oversight of all aspects of the testing efforts including the quality assurance testing process, test planning, test script writing/automation, scheduling, on-going maintenance, and evaluation of test results to determine the fitness for release.

As it pertains to the Enablement function, this person will lead across all of IT the processes of IT workforce strategy, including the establishing the percentage of employees, the percentage of consultants (on, near, and offshore), the consulting firms we plan to focus on, and how we use consultants. This position will track and trend the "talent management" function for all IT. In addition, this function will lead the Agile center-of-excellence (COE), including leadership over the the scrum masters. On the Agile COE, this will include working across IT/business to develop and get alignment on an enterprise Agile Strategy. This includes where we will use Agile, value streams, coaching, roles, and training. Further, this function will help overall with IT Communication coordination, including our monthly leadership meetings, and our quarterly all employee meetings. Further, this function will help coordinate our IT large spend items for hardware, software, and people. This will include at least monthly meetings to review and discuss those items, in a planful way aligned to our strategy. Finally, this leader will also help with IT goals, metrics, and best practices. This will entail working with all IT and business leaders to document, discuss, and get alignment. This is a hybrid position in Minneapolis. #LI-Hybrid

ACCOUNTABILITIES:

IT Strategy:


  • Develops or refreshes, implements and leads an overall IT strategy process across all of IT and business. This larger strategy is the IT strategy component of the larger NMDP Strategy, which is focused at saving 10,000 lives by 2028, with cellular therapy.
  • This leader will facilitate the process to ensure the strategy is documented and aligned to across the IT leadership team. The leadership will have quarterly meetings to discuss progress, issues, and modification to the strategy.
  • The strategy consists of people, process, and technology. The content will consist of talent strategies for employees/consultants, how work will be accomplished in terms of Agile, waterfall, hybrid, etc. In addition, what are the key technologies that are needed for the automation. There should be a blue print which outlines the current and future state, and how to get to the future state.

IT Quality Assurance:


  • Develops, implements and manages a IT QA strategy that includes an enterprise automation test strategy.
  • Creates enterprise metrics to give status and measure IT QA effectiveness and achieving the strategic goals.
  • Oversees test methodologies and approach conducted to ensure compliance with testing strategy and vision.
  • Effectively communicates with the Enterprise IT team the IT QA Strategy and ensures that there is buy-in and support.
  • Aligns the QA Strategy with Organizational and IT strategic goals.
  • Creates a strategic partnership to help enable IT QA in a strategic, cost-effective way.
  • Establishes and enhances process, standards and best practices for quality assurance. Ensures all artifacts are centrally located and accessible to the staff. Monitors adherence to standards on an ongoing basis.
  • Learns, utilizes and helps improve all accepted testing process and procedures required for projects.
  • Participates in the coordination and monitoring of software development activities including key meetings, walkthroughs, technical reviews, testing, problem tracking, UAT support and production support; communicate outcomes as necessary.

Enablement :


  • Leads the Agile center of excellence. That entails working with the business and IT leaders to determine the Agile Strategy for NMDP, where product teams are needed, helping to drive the Agile roles across the organization, training, tracking progress and issues.
  • Helps with overall identification, documentation, communication of IT best practices and what's expected.
  • Lead all scrum master's with a centralized team. This will entail allocating the scrum master's to various product teams, coaching/mentoring, hiring, and helping with career development.
  • Lead the IT workforce strategy for IT and helping overall with talent management. Helping to facilitate the overall, optimal percentage of IT employees and consultants, when/where we will use consultants and why, and which partners we will focus and get strategic with.
  • Plan and facilitate a communication plan across all of IT. Helping to push the overall goals of transparency, timely communications, and "one IT". Thus, helping with ad hoc communications from IT leadership, monthly all IT leader's meeting and agendas, and quarterly all employee meetings.
  • Facilitate a process of "IT Large Spend" awareness, tracking and planning to ensure optimal, timely, transparent spend for NMDP. This will be in close collaboration with the Enterprise Procurement team, as well as all IT Leaders. This includes the large spend items of hardware, software, and resources and manifests itself in a monthly meeting with IT leadership and Finance.
  • Leads the IT annual goal process in collaboration with IT leadership team. Also, helps to track and communicate progress throughout the year.
  • Leads the determination and collection of IT metrics to drive our overall operating performance. Making this available routinely to all parts of IT and the business.
  • Other duties as assigned.
REQUIRED QUALIFICATIONS:

  • Advanced knowledge of software quality assurance (integration, system, regression and user acceptance, performance testing) principles and best practices.
  • Advanced knowledge of software development methodologies, Product, Safe Agile, and best practices of delivery process.
  • Working knowledge of overall IT, programming languages, software procedures, applications, and products.
  • Excellent IT leadership skills and ability to inspire and motivate team members.
  • Ability to work with senior IT leaders and drive collaboration and alignment.
  • Excellent strategic mindset and proven track-record of creating and driving IT strategy.
  • Good understanding of IT talent management, the use of employees, consultants (on/off/near shore).
  • Experience in creating/using enterprise metrics to give status and proactively identify/mitigate risks. Experience building and fostering an environment for Quality Assurance to succeed within the team and within areas outside the team.
  • Excellent written and verbal communication skills with the ability to converse with executive management as needed.
  • 10 years of IT leadership.
  • Other duties as assigned.

  • Strong understanding of healthcare data standards (e.g., FHIR, HL7, DICOM) and regulations (e.g., HIPAA, GDPR).
  • Knowledge of the healthcare technology landscape, including EHR systems, health information exchanges, and digital health platforms.
  • Demonstrated ability to manage partner relationships and translate complex technical concepts for both technical and non-technical stakeholders.
  • Strong analytical and problem-solving skills, with the ability to make data-driven decisions in a partner ecosystem context.

Education and/or Experience


  • Bachelor's degree in math or computer science. However, upon evaluation, equivalent related information systems experience and/or education may be substituted for the degree requirement
