Overview:

ACS Professional Staffing is looking for an employee to work on-site with our client. This Electronics Engineer position will support the integration and monitoring of telecommunication devices, collaborating with project managers and engineers on tasks such as device integration, reporting, and developing step plans. The role involves configuring and integrating local and wide area data networks, managing Cisco networking, and ensuring compliance with operational and maintenance standards. The position also includes drafting technical documentation, developing automation scripts, troubleshooting systems, and providing training and support across telecommunication projects. Candidates should have experience in network management, system configurations, and technical troubleshooting. This full-time position is located in Spokane, WA.



Pay Rate: $48.77 - $69.68

Responsibilities:
  • Support Transmission Technology and Operations Technology in the integrations and monitoring of existing and new Telecommunication devices by running reports through JTO Solarwinds, Telenium/MegaSys, and transport telecommunication management systems, like Nokia NSP and Ciena Blue Planet.

  • Work with Power Systems Control (PSC) Lead Engineers and project managers to identify network administrative tasks by assisting with coordination within the project and helping to execute tasks for assigned projects (i.e. timelines, device integration, running reports, generating step plans, etc.).

  • Engage in and support the integration of new equipment and procedures into the Control Center (CC) environment; and assist with Operations & Maintenance (O&M) standards development. Collaborate with Planning, Design, Construction, and field maintenance organizations to understand specific engineering tasks so the proper scope can be brought back to JTO Management in developing and completing telecommunication projects.

  • Support technical team in configurations and integrations of local and wide area data networks with mission critical reliability requirements and the required support systems.

  • Draft and maintain network, NERC/CIP and FISMA documentation

  • Create database script automation and visualizations with Power BI, Alarm/Management Systems, layer 2 and layer 3 network concepts

  • Perform Cisco networking in large high availability Lan/WAN network environments, Packet Transport Systems (PTS) and Automatic Fiber Management Systems (AFMS). Interpret functional and non-functional requirements of projects and recommend overall system configurations.

  • Partition system configuration and integration tasks and provide recommendations to the manager, PM, team lead, or other appropriate personnel regarding team member assignments.

  • Review team's work for completeness and accuracy before integration into overall system as requested.

  • Provide coordination and assist with configuration and integration efforts for the implementation of projects for Field Sites and CC locations.

  • Develop, validate, and execute test and Operations & Maintenance procedures to be published for compliance.

  • Provide clear technical documentation for all assigned projects.

  • Provide training, including well-documented training materials, as requested.

  • Report all project status updates to the Workload Coordinator, including reporting when job assignments are complete. Provide measurable goals, metrics, checklists, Plans of Action and Milestones (POAMs), and punch lists for assigned project(s) to validate all in scope requirements are met.

  • Represent JTO in internal technical work groups, related to equipment specifications, maintenance standards and procedures, new systems/equipment requirements and evaluation, as requested.

  • Represent and serve as the operations subject matter resource on technology teams involving assigned systems and equipment.

  • Create, draft, and recommend policies, procedures, standards, and plans for new technology based on operational equipment in gathering performance data.

  • Serve as a system trouble-shooter and notify maintenance personnel of operational problems, the impact of those problems on power system operation, and the relative urgency for repair of the problem.

  • Attend technical work groups and communicate information gathered from the groups to others to coordinate a wholistic group strategy, as requested.

  • Perform daily checks for health of the servers, trouble shoot device failures, synchronize servers, add/remove devices, ensure database integrity, and run reports.

  • Work safely and demonstrate safety awareness practices to JTO group as requested.

  • Mark documents and maintain filing system(s), files, emails, and records in accordance with compliance requirements. Share and disperse documents only to appropriate personnel (those with a Lawful Government Purpose (LGP) to know). Mark and maintain all official records in accordance with the Information Security (INFOSEC) and Information Governance & Lifecycle Management (IGLM) standards and procedures. Validate official records are accurately maintained for auditing purposes.


Requirements:

  • Bachelor's degree in Electrical or Electronics Engineering (from an ABET accredited school) is required.

  • 10 years of experience and knowledge of computer network and systems concepts, principals, and practices applicable to components and facilities found on a regional transmission system is required.

  • 5 years of experience in the following:

  • project teams developing computer and / or network systems.

  • active participation with technical team coordination and project teams developing computer and / or network systems is required.

  • Telecom/Network systems engineering principles and concepts with minimal guidance.

  • Technical evaluation and evaluation process of control system technologies.

  • Reviewing and evaluating design packages (including drawings, material certifications, and submittals) for conformance to the design specifications.

  • 5 years of Carrier Ethernet/MPLS and/or network systems programming/troubleshooting experience.

  • Network Telecommunications experience in LAN/WAN network environments to include testing new and existing telecommunications management systems such as Solarwinds, MegaSys, and Linux based operating system to support the integration of Control Center projects.

  • The systems encountered in this position are digital systems that monitor and control devices from the central stations. Familiarity and experience with these systems:

  • Knowledge about leading project teams developing computer and / or network systems, evaluating design packages for conformance to the design specifications, about engineering design, project management principles and concepts to include following formal configuration, change management processes, telecom, and routed networks.

  • Knowledge of technical project coordination to include security controls testing with routers and other Layer 3 to Layer 7 security devices, technical evaluation of control systems and telecom technologies.

  • Knowledge of project schedule and structure development concepts as they relate to large high availability WANs, telecom, transport, control, and -48VDC power systems, knowledge of best practice test plan development for project certification.

  • Experience in maintaining Central Authentication Authorization & Account (AAA) systems, like Cisco Secure Access Control Server (CSACS) and ISE, (including daily checks for health of servers, trouble shoot servers, synchronization between servers, adding/removing devices, and database integrity), backend authentication one time password RSA (Remote Server Access) Key server.

  • Valid U.S. Driver's License is required.
