Comprehensive Foster Care (CFC) is being developed to increase the availability of quality placement options for youth in Nebraska's foster care system. It is designed as a community-based stabilization service for youth in need of a highly structured environment with dedicated caregivers in a family setting. This service provides an increased level of intervention and support beyond what is available through traditional foster care. The CFC team will recruit, train and support caregivers who have professional skills and experience working with youth who have high acuity needs. Participants in the CFC program will be matched with highly skilled caregivers equipped to support their unique needs.
The CFC Supervisor will:
• Direct the operations of a unit of Comprehensive Foster Care Specialist workers to ensure the application of CFC program policy, expectations and compliance with Nebraska foster care Regulations (NAC 395 Ch 3).
•Assist with program development, ongoing evaluation of program effectiveness, make recommendations to program policy changes as needed.
• Plans, assigns, directs, and evaluates the work of staff members including recommending personnel actions related to selection, disciplinary procedures, performance, leaves of absence, grievances, work schedules and assignments to ensure efficient and effective accomplishment of work. Trains staff in the policies and procedures of case work and Comprehensive Foster Care Support.
• Coordinates case conferences for placement assessment, consideration of youth and family needs, care planning, licensing of CFC foster parents in accordance with Nebraska Regulations, assignment to staff and matching placement resources with youth qualified for Comprehensive Foster Care. Consults with other agency staff members and supervisors on determining the allocation of staff members and other resources to ensure coordination of agency actions and decisions and to achieve the goals and objectives of agency programs and services.
•Provide oversight of Comprehensive Foster Care providers contract compliance.
• Confers with professionals in other organizations, case teams, therapeutic family care, and other stakeholders to promote success of CFC foster parents and youth being served by CFC.
•Collaborates with internal/external stakeholders and the community to promote and recruit Comprehensive Foster Care providers. Consults with other agency staff members and supervisors on determining the allocation of staff members and other resources to ensure coordination of agency actions and decisions and to achieve the goals and objectives of agency programs and services.
. • Plans and provides case work and foster care support services to customers to handle individual complex and difficult cases and to ensure the needs of the customers are met.
Requirements / Qualifications:
Minimum Qualifications: A Bachelor's degree in social work, psychology, sociology, counseling, human development, mental health care, education, criminal justice or other closely related area. Experience performing case management/foster care responsibilities in protective services, alcohol/drug abuse, juvenile justice probation, counseling or social services delivery AND experience leading, coordinating, directing, monitoring, and/or supervising others.
Preferred Qualifications: 2 years experience as a Child and Family Services Specialist, preferably within the last 1-2 years; mentoring, coaching or leading a team, supervisory experience a plus. Experience in supporting foster parents and youth with complex needs in foster care.
Other: Valid driver's license and the ability to provide independent authorized transportation is required. Travel for face to face visits with children, families, service providers, and other work related appointments may be required dependent upon caseload location. Utilization of a state vehicle may be provided dependent upon office location.
Knowledge of: the principles and techniques of supervision; the principles practices of direct case management including assessment, safety planning and analyzing critical information
Skill in interviewing customers to collect and elicit essential information and progress;.
Ability to: plan, assign, direct, and evaluate the work of subordinate staff; protect confidential information; communicate electronically and many other duties
