Basic Purpose
Responsible for planning, directing and managing the activities of the Fuel and Purchase Power department to ensure accurate and timely reporting of fuel costs and related purchases. Develops, monitors and updates adequate accounting system controls for fuel purchases and the related accounting activities and transactions. Obtains technical knowledge of cost accounting as it relates to SEC requirements and U.S. generally accepted accounting practices (“US GAAP”). Responsible for coordinating, reviewing and approving documents that assist in complying with filing of required reports with the United States Securities and Exchange Commission ("SEC"), Federal Energy Regulatory Commission (“FERC”) and other required external financial reporting for the Company. Provides direction, technical assistance, guidance and review to fuel and purchase power accounting team members. Works independently with minimal guidance needed and performs work on special projects and/or multidisciplinary and interdepartmental projects.
Manages the preparation, review and approval of reports, journal entries and reconciliations related to fuel and purchased power costs of the Company. Monitors the cost of sales accounting area and develops and implements corrective actions for noted issues.
Manages the preparation, review and approval of key deliverables used for the preparation and filing of required reports with the SEC, FERC and other required external financial reporting for the Company.
Monitors and interprets regulatory orders and developments in all jurisdictions as they impact accounting issues to ensure appropriate accounting and reporting changes are made. Ensures that the Company’s regulatory accounting records comply with all regulatory orders and decisions. Develops and initiates remedial action in instances of noncompliance.
Manages SOX sections 302 and 404 compliance initiatives to maintain and keep current all documentation of internal controls over financial reporting related to fuel costs. Performs internal control activities and ensures accurate performance of activities within department with no significant deficiencies or material weaknesses.
Manages fuel and purchase power accounting personnel to ensure that corporate, divisional, departmental and unit goals and objectives are achieved within scheduled timeframes.
Participates in preparing rate case, including the deferred energy accounting adjustment case, statements and schedules, responses to data requests and testimony by reviewing and approving deliverables. Supports all cost of fuel accounts in filings and regulatory proceedings and testifies as required.
Provides operating personnel and management with accounting support and decisions on major projects to ensure that all fuel and purchase power reports are timely and accurate.
Develops and monitors the proper allocation of fuel costs according to GAAP and FERC principles.
Ensures all compliance aspects of position are known and followed; understands and complies with all policies, codes and regulations applicable to position and company.
Performs related duties as assigned.
Annual Salary: $115,900 (Min) to $136,300 (Mid); Up to 15% Short Term Incentive Plan target opportunity at the discretion of the company. This is a non-represented position.
