Purpose



This position oversees the day-to-day operations of the Consolidated Refugee Services Program. The incumbent will be responsible for the supervision of program staff, program reports, community outreach and assistance with the coordination of services as dictated by the program guidelines.



Responsibilities





  • Coordinate and manage all aspects of the Consolidated Refugee Services Program (CRS) including contract compliance, workflow coordination, quality control and the enhancements of services.

  • Responsible for meeting CRS program goals, client enrollments, and job placements as established by the CRS contract guidelines.

  • Supervise, coordinate, monitor and evaluate the CRS staff, mentors, volunteers, AARP volunteers, and Ameri Corp members in accordance with CWS standards and procedures.

  • Responsible for monitoring program files to ensure compliance with the program and CWS guidelines and procedures.

  • Arrange and refer clients to approved services, in accordance with the individual case plan, which will include but are not limited to adult education, employment, mentoring, childcare, youth services, immigration legal services as well as to other social service providers.

  • Work closely with CRS staff to identify potential employers for eligible clients, connect clients with employment opportunities and facilitate employment placements.

  • Interview clients to determine possible barriers to employment, language proficiency and education and develop appropriate strategies.

  • Develop the orientation curriculum which includes a detailed explanation of program services, including but not limited to; acculturation, adult education, employment, mentoring/youth services and immigration legal services.

  • Provide pre-employment orientation and counseling for clients as needed.

  • Enter client information in the database to monitor the monthly progress reports and track performance measures.

  • Promote teamwork, coordinate the workload of CRS staff, delegate responsibilities, and hold staff accountable.

  • Ensure professionalism and quality employment service provision. Provide ongoing training to CRS staff on program developments and service requirements.

  • Provide individualized job development and job placement services to program participants. Develop plan of action and counsel clients in areas such as job interview skills, expected behavior on the job, and proper hygiene.

  • Assist clients with identifying training and apprenticeship programs related to their career goals and make referrals.

  • Offer interpretation and translation services to refugee clients, as well as transportation to interviews and appointments, as necessary. (Compensation is paid by CWS for mileage when using personal vehicle.)

  • Work with clients to remove barriers with the goal of family self-sufficiency. Connect clients to in-house support and make referrals to external service providers. Identify support services that may assist clients in becoming self-sufficient, such as ESL, transportation, immigration services, and childcare.

  • Document all contacts and services in client case files and maintain case note logs. In addition to documenting all services, record clients' progress in case file, including compliance, job offers, all placements, job retention, public assistance usage, follow-up on placements, and possibilities of upgrades. Complete all required reports.

  • Responsible for developing a network of medical, psychological, faith-based organizations, social and legal professionals to provide low-cost pro bono services for clients.

  • Coordinate and host weekly Haitian radio program to disseminate program information and community services available.

  • Participate in meetings on the national, state, and local levels, including those with refugee services stakeholders in Florida, the State Refugee Coordinator, other VOLAGS, and colleague agencies.

  • Represent CWS in interactions with the local community and refugee-related agencies.

  • Work varied hours, including some nights and weekends when necessary for outreach.

  • Undertake other duties as assigned.




Qualifications




Education:





  • B.A. and/or equivalent professional experience in refugee resettlement.




Experience:





  • The successful applicant must have experience working in a multi-cultural environment and must be sensitive to the cultural and linguistic needs of clients.

  • Experience in job development and case management in a human services organization, preferably working with immigrant and refugee populations.

  • A minimum of 4+ years' work experience in non-for-profit field


Skills:



  • Strong organizational, diplomatic and priority-setting skills.

  • Superior written and oral communication skills.

  • Strong management skills, including experience in staff supervision, performance appraisal, conflict resolution and administrative oversight.

  • Ability to maintain calm and use sound judgment in high stress situations.

  • Good understanding of State, local and Federal funding procedures.




Other Skills:



  • Strong computer skills. Able to give close attention to detail.

  • Ability to work with and maintain the integrity of confidential client and financial information.

  • Strong interpersonal, supervisory, and customer service skills required. Excellent oral and written communication skills.

  • Bilingual in English and Spanish or Haitian Creole required.




Special Requirements





  • Must have a valid driver's license and suitable transportation.

  • Must complete motor vehicle record check.

  • Must be willing and able to travel.

  • Background check required.

  • Level 2 Fingerprint check required.
