Job Description



WANTED: Experienced Fully Networked Command, Control, and Communications (FNC3) Technical Lead/Subject Matter Expert (SME) in development system solutions to complex and challenging DoD problems. The work will be located in National Capital Region.

As a FNC3 Technical Lead/SME you will:


  • Lead development of the Universal Command and Control application-layer C2 protocol, and leads the efforts by USD R&E (DOD Undersecretary of Defense for Research & Engineering) to gain adoption of the standard across DoD services and acquisition offices. Success in this role requires the following capabilities and expertise.

  • Work with a team of driven, supportive and highly skilled professionals.

  • Effectively integrate technical and nontechnical capabilities/expertise to identify and execute a path to success.

A week in the life of a FNC3 Technical Lead/SME:


  • Design of protocols for integrating distributed systems, both application-layer and middleware-layer:

  • Specification and verification of those protocols

  • Experience in semantic technologies for specifying meaning of information carried in the protocols

  • Digital engineering tools for representing the above, and workflows for using them in system development

  • Able to interact effectively with experimental teams implementing early prototypes, contributing to experiment design to maximize benefits for Universal Command and Control (UC2) technical design, and use lessons learned to improve the standard.

  • Communicate UC2 vision and progress effectively in a wide range of private and public venues.

  • Coordinate the efforts of a team of part-time engineers and researchers drawn from multiple organizations, distributed and largely working virtually.

  • Understand DoD technology development and systems acquisition processes.

  • Set schedules and milestones for standards development and version releases, balancing technical and user needs.

Drive adoption of a common standard by a diverse group of organizations, which includes:


  • Collaborate effectively with individuals from a wide range of technical and operational backgrounds

  • Build, support, and sustain momentum of a coalition

  • Rapidly comprehend mission and technical situation of various organizations to identify benefits to them

  • Plan features and capabilities of the standard strategically to support the interests of key partners

Develop effective strategies to grow the coalition from its current configuration (government and FFRDC only) to include industry, covering topics including:


  • Intellectual Property concerns

  • Identify how UC2 can provide a net business benefit, especially to large primes

  • Identify small and mid-sized businesses that should participate

  • Develop ways for industry organizations to participate effectively despite limited resources available

Job Requirements




  • Master's of Science (MS) degree in technical disciplines, Electrical Engineering (EE) or Telecommunications preferred

  • 10 years of experience

  • DoD Secret Clearance, (Top Secret)TS preferred

  • Must have DoD system engineering experience
