Environmental, Health and Safety Manager


IFG is seeking an EH&S Manager located in Lumberton, MS who will:

JOB PURPOSE:


The Environmental, Health and Safety Manager ensures safety procedures and processes are carried out by the workforce in a way that conforms with legislation, guidelines for best practices and internal company policies.


Duties:



  • As part of the Management Team, support IFG’s EH&S program and ensure management awareness of environmental health and safety issues, including annual budgeting requirements.

  • Establish and prioritize environmental health and safety program goals, objectives, and procedures.

  • Work with federal, state and local regulatory agencies to maintain compliance on air emissions, environmental, safety, public health issues, and emergency planning, including Right-to-Know reporting.

  • Manage air and water emissions.

  • Manage non-hazardous and hazardous waste streams.

  • Identify training requirements and provide training for Supervisors or work crews as needed.

  • Implement accident prevention programs.

  • Assist in conducting incident investigations, including root cause analysis, and implement corrective actions.

  • Perform workplace hazards analysis, and environmental health and safety audits.

  • Write technical reports, Standard Operating Procedures, Safety and Environmental Policies and be able to present these to others.

  • Conduct daily, weekly, monthly, quarterly, semi-annual and annual inspections as required by local, state, and federal permits.

REPORTING & INSPECTIONS -  OPERATING SITES AND INACTIVE SITES




  • Safety

    • Define safety training needs and communicate with Team Leaders to facilitate training. Follow up on testing and employee “pass rate.”

    • Develop written safety plans, policies, procedures

    • Provide input, advice and guidance to management and employees on interpretation of regulations and safety policies.

    • Assess plant safety performance and implement training or other programs to constantly improve.

    • Weekly mill tour with Team Leader, Group Leader, HR Director or Other Key Personnel looking for potential hazards or non-compliance. Follow up communication to accountable parties for corrective actions or exceptional practices.

    • Assist as needed during safety audits, regulatory agency inspections.




  • Air Quality

    • Annual emission inventories / registration

    • Annual Title V certifications and Semi-annual reports to MDEQ and EPA

    • Weekly, Monthly, Quarterly inspections according to permit requirements

    • Monitor production through kilns, planers, and byproducts handling according to permit requirements

    • Timely excess opacity reports as needed

    • Record and respond to neighbor complaints for dust, odor, noise, and other issues as needed




  • Water Quality

    • Semi-annual inspections

    • Quarterly sampling and delivery to lab for analysis as required; visual analyses as required

    • Discharge monitoring reports as required

    • Updates for Storm Water Pollution Prevention Plans (SWPPP)

    • Monitor water rights

    • Monitor water usage for dust control




  • Waste Management / Spills

    • Annual Tier 2 as required by the State of MS, Local Emergency Planning Committees (LEPCs), fire departments

    • Annual Toxic Release Inventories (TRI) Form R to EPA and MS Environmental Protection Agency

    • Updates for Spill Prevention Control & Countermeasures (SPCC) plans. Includes obtaining PE to stamp the plan for significant changes as needed.

    • Develop SOPs and training to ensure proper spill response, including documentation

    • Develop SOPs and training to ensure BMPs for storm water management, including documentation

    • Plan and document hazardous waste and universal waste disposal as needed

    • Coordinate with contractor for hazardous waste disposal

    • Monitor bone yards and mill sites for unacceptable wastes and arrange proper disposal




  • Recordkeeping

    • Facilitate and participate in internal audits of environmental health & safety processes as needed.

    • Monitor and report to staff and management on corrective actions needed / completed.




  • Housekeeping

    • During plant walk-through, take note of excellent or deficient practices and bring it to the attention of the Team Leader. Share exemplary practices with other mills. Ensure deficiencies are corrected in a timely manner.

    • Solicit input from workers on how housekeeping could be improved, or the source of “the mess” eliminated.




  • Conservation (Energy-fuel, electrical; materials; recycling, etc.)

    • Develop written conservation plans, policies, procedures.

    • Identify training needs and provide training for Team Leaders or work crews as needed.

    • Provide input, advice and guidance to management and employees on policies and program. Solicit suggestions for improvement.

    • Conduct plant walk-throughs on weekly basis, audit conservation in all areas.

    • Follow up communication to accountable parties for corrective actions or exceptional practices.

    • Assess success of each plant’s program; modify and improve as needed



 PERMITS



  • Track permit requirements and ensure that all monitoring and recordkeeping for facility is completed in a timely and professional manner. Prepare permit renewal applications as needed.

  • Evaluate capital projects and activities for permit requirements (excluding building permits)

  • Support engineering group with regulatory agencies

  • Support permitting activities so that all applications are submitted on time with appropriate fees and per regulatory requirements. Includes working with consulting engineer for modeling, as needed

  • Monitor agency progress on permit application

  • Ensure timely response to agency requests for additional information / data

TRAINING



  • Provide training materials to Team Leaders as needed

  • Monitor training for effectiveness

PROPOSED REGULATIONS / RULEMAKING



  • Review regulatory updates for Mississippi and EPA

  • Analyze impact of applicable regulations through NCASI, along with other pertinent sources

  • Stay current on changes in monitoring and reporting requirements through ongoing training

INTERNAL COMMUNICATION, AWARENESS



  • Identify needs for environmental health and safety awareness / training and coordinate with Team Leaders and management to develop SOPs and training as needed

  • Monthly Environmental Update for management

  • Monthly environmental and safety articles for Company newsletter

  • Additional e-updates as needed

EXTERNAL COMMUNICATION & COMMUNITY INVOLVEMENT



  • Provide environmental input as needed to support and enhance company reputation with regulators

  • Escort regulators during inspection tours and provide information as requested

EDUCATION & EXPERIENCE REQUIREMENTS:



  • Bachelor's Degree in physical or biological science, environmental science, environmental engineering, or related technical/scientific discipline. Experience in the industry may substitute in part for formal education. Masters in science or business is desired.

  • Minimum 5+ years of EH&S experience, preferably in wood products manufacturing setting.

  • Two+ years supervisory or management experience preferred.

  • Solid communication and writing skills, familiarity with Microsoft Office and other software applications required (Word, Excel, PowerPoint, Adobe Acrobat, Outlook).

PHYSICAL REQUIREMENTS:


Move safely, quickly, and perform duties with repetitious movement.  Sit and/or stand for shift, reach with hands and arms, stoop, squat, twist, push and pull, maintain balance, bend at the waist, kneel, walk varying distances, and climb stairs. 


 ENVIRONMENTAL CONDITIONS


Exposure to varied weather and temperatures, industrial noise, dust, vehicle traffic, and slip/trip/fall hazards.  Will perform work both in an office setting and in the manufacturing environment while sitting or standing at a computer.
