Job Description:

The Nebraska Department of Transportation (NDOT) has an exciting opportunity for an Engineer to perform Right of Way (ROW) Design engineering duties for transportation projects that are comprised of highways, streets, roads, bridges, trails, drainage structures, maintenance facilities, wetland mitigation sites, and related items. Extensive training and mentoring in ROW Design will be provided.


The Right of Way Design Engineer will:
•Ensure that the property rights necessary for construction, operation and maintenance of transportation projects are adequately provided by either the existing Right of Way available or by determining the size, location and type of any new property rights needed to be acquired.
•Perform all Right of Way Design tasks for assigned projects and review the ROW Design work prepared by others.
•Graphically illustrate ROW information using MicroStation computer drafting programs, establishing the existing ROW and property lines in MicroStation through the use of survey files, plans, plats, deeds and other information, designing new acquisitions needed for projects, geographically describing areas of new acquisitions using the states Geode program, uploading ROW Design information into the State's ARMS and OnBase data management programs, and distributing and coordinating ROW Design information.
•Provide and review coordination and advisory services of the ROW Design portion of Local Federal Aid Transportation Projects to help ensure the quality and accuracy of the Right of Way Designs as well as their compliance with State and Federal requirements.
•Assist in the development and updating of ROW Design standards, procedures and computer programs.
•Review permit applications for work to be performed on ROW to ensure they do not impede the ability to operate and maintain the State Transportation System.
•Oversee and provide advisory services for consultant designed ROW projects.
•Review sellback requests to help determine if ROW is still needed.
•Prepare plans and geographically describe areas of excess lands to be disposed of.
•Perform general ROW Design Quality Assurance/Quality Control duties.
•Assist in the development of training for the ROW Design staff.
•Review project scopes to help determine the potential ROW needs of projects.
•Perform general ROW project coordination, tracking and management of project tasks.
•Perform other duties as assigned.



Requirements / Qualifications




Minimum Qualifications: Bachelor's degree in an Engineering discipline. Must obtain Engineer Intern Enrollment (Engineering in Training Certification) within one year of employment.



Preferred Qualifications:



  • Experience in MicroStation or other Computer Aided Drafting and Design (CADD) software.

  • Experience in highway Right Of Way design, legal description writing (i.e. geographically describing areas in text form), highway design, bridge design, highway construction and/or highway maintenance.

  • Familiarity with or an understanding on how surveys, deeds, and legal descriptions relate to the practice of Right of Way design and acquisition.

  • Familiarity with PC based word processing, spreadsheet, power point, database, e-mail, and project management programs beneficial.

  • Valid driver's license and good driving record or ability to provide authorized independent transportation is required.

  • Regular and reliable attendance required

  • Ability to research and interpret Right of Way plans, construction plans, survey records, legal descriptions, agreements and other records relating to Right of Way.
