Plan, organize, control and direct the activities of the facility operation to accomplish desired objectives in a safe and efficient manner. Provide leadership, which results in positive employee/employer relations and project a professional corporate image. Key Responsibilities:




Permit management:



Understand and manage all federal, state and local permits, work plans, site plan drawings and specifications associated with the Adelanto Soil Recycling Facility including, but not limited to;


  • Reporting requirements and frequency.

  • Monitoring requirements and frequency.

  • Operational parameters and limits associated with the Soil Recycling Facility.

  • Other regulations, policy, and operating restrictions.




Facility Management:



Oversee and manage all Health and Safety requirements including, but not limited to;


  • Facility health and safety in accordance with Soil Safe's Occupational Safety and Health Programs.

  • Protection of the health and safety of all employees, vendors, contractors, clients and the general public at all times.

  • Management of all site employees in accordance with Soil Safe policies and procedures.

  • Management of operations and maintenance of all site equipment in accordance with Soil Safe policies and procedures.

  • Ensure quality objectives of all Facility components are met.

  • Management of all Operations and administrative functions in accordance with Soil Safe policies and procedures.

  • Control and management of all internal reporting functions as directed by the Vice President.



Maintain Soil Safe relations with on-site audits by customers, permitting agencies, and all other entities.


Ensure functional and effective communication with the Vice President of Operations at all times regarding the status of the work, safety, employees, equipment, City, County, State regulatory agencies and any other entity appropriate and relevant to the performance of the work.



Operations Management:



Supervision of unit operations and maintenance to ensure compliance and cost control objectives:


  • Monitoring of operating conditions to ensure permit compliance.

  • Review and adjust operation conditions to maximize volume throughput and minimize energy costs.

  • Oversee operators Preventative Maintenance tasks to ensure on-stream reliability.

  • Develop and maintain a Predictive Maintenance program to minimize unscheduled downtime.

  • Document all equipment repairs, modifications and upgrades including electrical and instrumentation drawings.

  • Evaluate and train operator maintenance and troubleshooting skills.

  • Set-up and adjust shift schedules to accommodate incoming soil shipments.

  • Oversee cost control program to focus operating spending at or below established budget.




Other Duties:



  • Coordinate all recycled soil shipments and deliveries.

  • Coordinate with Customer Service Manager on project schedule needs.

  • Oversee the operation and maintenance of facilities yellow iron.

  • Develop and train new and existing personnel in accordance with Soil Safe policy and procedures.

  • First contact HR responsibility for facility operation employees.




Requirements:



  • Solids process operation and management.

  • Strong working knowledge in technical areas covering mechanical, electrical troubleshooting, solids material handling and processing, and basic knowledge of chemistry, engineering and soil processing equipment use and techniques required.

  • Heavy equipment and soil processing equipment use and maintenance (excavators, loaders, screen, crusher, pugmill).

  • Personnel management (equipment operators, laborers and site office personnel).

  • OSHA Safety and California environmental regulations.

  • Working knowledge of Microsoft Office (Word, Excel, and Outlook) required.

  • Survey fundamentals, site plan interpretation, geotechnical background. Soil placement, compaction, and general soil capping experience.




Specialized education and/or experience requirements:



  • Minimum eight to ten years' experience in solids handling and processing operations. Work experience shall include at least four years of supervision experience.

Compensation starting at $110,000 based on experience level.


As with all Project Management positions, the ability to effectively communicate through both verbal and written means is a critical component to successfully performing the function. This position will require direct communication across a broad spectrum of entities including; subcontractors, vendors, employees, California Water Board and Air Quality Management Agencies, San Bernardino County and City of Adelanto officials, neighbors, Soil Safe's corporate office, and customers. The successful candidate must possess sound communication skills to effectively manage the facility.


Soil Safe has operated a fully permitted Thermal Desorption Soil Remediation Unit in Adelanto, CA since 1992. The process, similar to an asphalt plant, involves boiling off low levels of hydrocarbons in contaminated soil and returning it to the market as a beneficial reuse product. Annual processing capacity is 375,000 tons/year. This position is intended to be a full-time and career-oriented position that will be heavily involved in this and other future opportunities and programs for the company.
