About This Role

The Global Capital Management (GCM) group is looking to hire a Project Controls Contract Specialist that is responsible for executing or assisting with activities responsible for developing and maintaining a strategic program for all relevant capital project controls and reporting components. Collaboration with internal departments like the Global Project Management team, finance, and procurement, as well as external vendors, is crucial in this role. The specialist will provide essential support in contract management, procurement, and invoice review for Biogen's Global Engineering Function (GEF).

The Project Controls Contract Specialist cover overseeing consultant and construction contract administration, with a focus on procurement, vendor management, and related activities from vendor onboarding through bidding, purchase order issuance, and invoice approval or vendor closure. They work with the Project Controls and Global Project Management team to develop procurement plans for the capital project, ensuring adherence to contract and vendor management standards from project initiation to completion. Alongside contract review, they assist the global team in requisition and purchase order processing. Additionally, upon receipt of invoices, they validate them, coordinating with internal and external stakeholders to fix any discrepancies or reject invoices needing correction before resubmission for approval.

This is a hybrid role based at our site in RTP, NC.

What You'll Do


  • Regularly evaluating contractor performance that are supporting the GEF to identify the need for contract amendments.

  • Serving as GCM team main liaison alongside Global Procurement with outside contracting representatives supporting capital and non-capital projects and deliverables.

  • Supporting continuous improvement initiatives in contract procedures and execution processes.

  • Generating reporting to analyze invoice review and contract management, supporting global wide contractor trainings, and providing invoicing support to teams and vendors across the program.

  • Work as part of a Project Controls Team and cross-functionally with Finance, Legal, Security, Compliance for engagement due diligence and approval processes.

  • Provide guidance on industry best practices in agreements, commercial terms, and supplier relationships in Project Controls.

  • Reviewing and reconciling contractor bid proposals, payment requests/invoices, and contract change orders.

  • Examining invoices for accuracy and validity and ensuring financial accuracy and compliance as an invoice approver.

  • Entering requisitions approved through internal hierarchy of approval and communicating with Purchasing to ensure timely processing of purchase orders.

  • Tracking all contracts, facilitating business and legal approvals, and assisting GCM team in creating purchase orders for all global regions under the GEF organization.

  • Other Capital Project Management and Project Controls initiatives and assignments as needed.

Who You Are

You are an experience Project Controls specialist that is analytical, possess excellent communication skills, and exhibits expertise in procurement strategies, purchasing and invoice approval. You should have outstanding organizational skills, meticulous attention to detail, and the capacity to collaborate effectively with internal teams and external vendors for timely deliver of high-quality solutions.

Qualifications

Required Skills


  • Bachelor's degree in business or engineering field with 6-8 years of experience as a contract specialist or in a similar role.

  • Demonstrated experience in purchasing/procurement

  • In-depth understanding of procurement regulations, contract documents, and legal specifications

  • Experience with capital improvement project design and construction contract administration.

  • Experienced with various contract types and contracting processes.

  • Experience in all phases of contract life cycle (pre-award, award, post-award, close out)

  • Organized, detail-oriented, and able to multitask in a fast-paced environment.

  • Effective communication skills with a strong business background in realistic expectations and cost controls

  • Advanced skills in spreadsheets, charts, and presentations of data; adept at client-facing roles

  • Drive to be proactive, self-motivated, and customer centric.

  • Strong problem-solving skills: tenacity and ambition to inject value and create solutions

Preferred Skills

  • PMP or PMI certification
