Job Description:

SUMMARY

Drafts, negotiates, and administers standard and nonstandard customer contracts regarding the sale of helicopters and related spares; company distributor and sales representative agreements; company service center and repair station agreements; and similar product and service agreements. Evaluates and prepares major proposals in response to the United States and foreign requests for proposals to both government and non-government customers. Administers the Company's United States export control program and foreign export programs. Administers the United States FAA aircraft registration and lien system. Manages the corporate records retention program. Manages contract professionals and contracts/compliance.

DUTIES AND RESPONSIBILITIES include the following
  • Responsible for full cycle of contracts and subcontracts, from requirements to execution and administration, developing agreements maximizing benefits to the organization and minimizing risks.
  • Review and resolve issues affecting company regulatory compliance (FAR, DFARS, ITAR, FCPA, FAA), ensuring satisfaction of contractual requirements, Company and customer objectives.
  • Participate in negotiations, oral discussions, and debriefs, interface with auditors, and oversee the audit process.
  • Oversee the contract administration process and interface with the DCMA.
  • Assist with company compliance with existing regulatory and contractual obligations.
  • Advise on and support corporate policy development; prepare and oversee risk analysis.
  • Assess, implement, and promote awareness of regulatory changes (FAR / DFARS / ITAR).
  • Responsible for working with various business units on customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, contractual requirements, and customer specifications.
  • Examines estimates of material, equipment services, production costs, performance requirements, and delivery schedules to ensure accuracy and completeness.
  • Reviews bids; processes specifications, progress, and other reports or assists business personnel in preparing.
  • Compiles and analyzes data.
  • Other duties may be assigned, particularly in the case that a law degree is possessed.

SUPERVISORY RESPONSIBILITIES
  • Managing contract department priorities and team assignments to meet organizational objectives and defined timelines.

SKILLS AND ABILITIES
  • High degree of technical knowledge relative to negotiation and administration of government contracts.
  • Expertise in drafting, negotiation and administration of all contracts, including FMS contracts and DCS contracts.
  • Experience leading government contracts team.
  • Demonstrated project management skills. Ability to lead multiple small, medium and large projects simultaneously through all phases of the project lifecycle, including detailed project schedules, tasks lists and status change reporting.
  • Proven track record in developing and implementing contracting strategies with the government, that meet business objectives.
  • Proven track record in organizational and team development.
  • High levels of cross-group collaboration and proactive communication.
  • Basic understanding of financial/accounting analysis including ability to develop cost-benefit analysis for various scenarios.
  • Strong interpersonal and communication skills (written and verbal) with the ability to produce and deliver presentations to a wide range of audiences.
  • Demonstrated experience with Microsoft Office Programs (Word, Excel, PowerPoint, Visio, etc.). Intermediate skills required in Excel and PowerPoint.
  • Leadership ability and strong goal attainment orientation.
  • Excellent analytical and negotiation skills.
  • Self-starter, possessing high degree of self-motivation, bias for action.

EDUCATION and/or EXPERIENCE
  • Bachelor's degree (B. S.) from a four-year college or university; preferably with a business, finance, engineering, law, or technical major and a minimum of 15 years work-related experience and/or training; or equivalent combination of education and experience.
  • Law degree is a plus. If you have a law degree, may assist with other legal department work.
  • 15 years or more of customer contracting and/or major system purchasing experience.

Aviation industry experience is a plus.
  • Excellent oral and written communication skills are required.
  • Must be a motivated self-starter with sound judgment.
  • Significant contract drafting and negotiation experience required.
  • Demonstrated understanding of contract law.
  • Significant proposal review experience, including costing and pricing proposals.
  • Strategic planning and budgeting experience.
  • Experience with supporting a sales/marketing staff.
  • Demonstrated experience with export compliance.
  • Experience doing international transactions.
  • Strong US Government contracting, FAR, and DFAR experience required.
  • Regular attendance is required.
