PAGNY has an opportunity for a Director of Affiliate Services at The Division of Correctional Health Services (CHS) of New York City Health + Hospitals (H+H) is responsible for the delivery of medical care, mental health care, and discharge planning in the jail system. Approximately 25% of new admissions per year to the NYC jail system will receive care on the mental health service. This service strives to provide safe, holistic and evidence-based therapeutic interventions for the diverse range of mental health issues that face the population, from serious mental illness to the natural struggles that accompany incarceration. The service provides some of the most comprehensive and unique treatment modalities in the country, including specialty housing units for individuals with serious mental illness, a 24-hour on-call psychiatric service, robust creative arts programming, a strong DBT training program, clinics in each of the facilities, substance use treatment, integrated re- entry services, and relationships with multiple training institutions throughout the city.

Purpose of Position:
The Director of Affiliate Services, under the supervision of the Chief Operating Officer and/or site Leadership, and serves as PAGNY's site representative at an assigned healthcare location ("assigned location") for administration and management matters related to the affiliation relationship at the site
Functions/Responsibilities:
Affiliation Agreement Administration and Management
Responsible for the provision of administrative and employment services that are provided through an Affiliation Agreement with New York City Health + Hospitals ("Affiliation Agreement")
Serves as the initial point of contact for PAGNY and the assigned locations' leadership on Affiliation Agreement administration and management issues
Works with PAGNY's Finance, Legal, Clinical Affairs and HR departments to ensure system-wide compliance with the Affiliation Agreement at the site level
Site Leadership
Serves as a project manager to administrative and clinical managers for all Affiliation Agreement administration and management services at the assigned location(s)
Works collaboratively with New York City Health + Hospitals on the local and system level
Analyzes and develops timely responses to requests or changes from the assigned locations' leadership in coordination with all PAGNY Corporate departments and clinical leadership
Represents PAGNY in communication and partnership with facility staff to improve organization-wide performance based on experience at the assigned location
Identifies local labor-management issues and serves as point of contact for labor issues in partnership with PAGNY labor relations
Maintains oversight of the PAGNY team members for the assigned locations
Participate in joint PAGNY & H+H committees and engagements with site leadership at the assigned location(s)
Engages in special projects and other duties as assigned by the PAGNY Chief Operating Officer and/or CHS leadership
Labor & Employee Relations
Responsible for all aspects of labor and employee relations to ensure compliance with collective bargaining agreements, policies and procedures and federal and state employment regulations, while providing consultation, training, and constructive conflict resolution for and between leadership, staff, union leadership and bargaining unit employees.
Oversees the interpretation and administration of employment laws and resolution/response to work[1]related situations.
Administers daily contract, policy, disciplinary and grievance procedures (including high level and complex grievances).
Leads investigations and responds to internal workplace complaints and assists in the response to external charges.
Represents PAGNY-CHS at Arbitration and other third-party proceedings.
Bachelor's degree, preferably in Business, Health Care Services (Clinical and/or Administrative), public administration or a similar field; a Master's degree is preferred.
5 or more years of progressively responsible management experience within a health care facility or medical group practice, inclusive of Employee and Labor Relations experience with unions/collective bargaining agreements in a healthcare setting

Must be able to prioritize a variety of time sensitive tasks. Consistently display the highest degree of integrity, professionalism, diplomacy, and discretion. Must be able to develop strong, trusting relationships in order to gain support and achieve results
Knowledge and practical application of Federal, State, and local laws with a solid understanding of the general body of laws surrounding Finance, as well as some experience with HR
