Summary:

Anschutz Exploration Corporation's Utah, Colorado, and New Ventures Team (UCO Team) works to mature assets from exploration concept, through initial drilling and appraisal, to full field development. The team has stewardship of assets that are in various states of maturity and continues to assess new opportunities as well. The team is seeking a highly motivated and experienced individual to fill the role of Oil and Gas Regulatory Supervisor in the Denver corporate office. The successful candidate possesses strong leadership skills, a deep understanding of federal permitting, and the confidence and know-how to develop recommendations for the asset team. The supervisor leads a regulatory team to execute on defined asset development goals and works closely with cross functional departments both internally and with outside parties, including state and federal agencies, continually driving progress and results on asset team projects. Due to the nature of the UCO Team's scope and purpose, the successful candidate will be proficient working less mature assets in basins or areas where regulations or procedures may be less well established.

Key Responsibilities:

Permitting
  • Advise on all regulatory permitting matters in asset meetings to drive asset team goals, advise on strategy and execute on project timelines for asset development success.
  • Ensure regulatory requirements and approvals needed to execute operational plans are in hand well before scheduled operations, including approvals for backup plans, to create flexibility and optionality.
  • Direct regulatory team members and coordinate execution of permitting deliverables required for federal and state submissions, continually seeking process improvements.
  • Oversee performance of team, contractors, and agencies, working to support and improve results from all parties.
  • Solve complex problems in challenging permitting and operational environments.
  • Coordinate with regulatory agencies to ensure that AEC operational priorities are achieved efficiently and on schedule.
  • Report on permitting project progress, timelines, and communicate updates upward to director.
  • Responsible for submission of annual and quarterly targets of APD submittals and approvals.
  • Oversee coordination and execution of all federal and state permitting goals set by asset team.
  • Knowledge of regulatory agencies and associated timelines for approvals (i.e. federal, state, county: pit permits, commingling applications, water well permits, boring permits, ROWs, water permits and water routes).
  • Work on improving communications with all regulatory agencies and continually looking for process improvements.

Operations:
  • Ownership over rig schedule permits and ensuring permits are submitted and approved in a timely manner to achieve desired spud dates.
  • Awareness of wildlife, cultural and any permitting hurdles that could impact development and the ability to communicate these impacts upwards and cross functionally.
  • Communicate and coordinate with leadership on ETA's for regulatory approvals, identifies potential problems ahead of time, and works with team to provide solutions.

Reporting and tracking
  • Maintain internal database with high level of accuracy to provide timely reporting to leadership.
  • Export Bi-Monthly WOGCC and BLM APD reports to display company's permitting progress and inventory.
  • Verifies all weekly Progress reporting from team of all BLM and WOGCC APDs.
  • (Submittals, Approvals., Spuds, Expirations, Renewals) and any general updates
  • Responsible for QC'ing and ensuring validity of all permitting data and metrics

Qualifications & Desired Skills:
  • Minimum 8 years of experience with Federal and State permitting. Wyoming experience is a plus.
  • Prior management experience.
  • A Bachelor's degree is a requirement, and a degree in a relevant field would be highly desirable.
  • Knowledgeable on Federal and State permitting
  • Strong leadership and collaboration skills.
  • Strong prioritization skills and highly organized.
  • Excellent communication skills- ability to communicate clearly with team and agencies.
  • Identify and implement process improvements through cross-functional collaborations with all related departments (geology, drilling, completions, operations, etc.).
  • The ability to effectively manage team members, contractors and competing priorities to deliver results.
  • Experience in the following programs is a plus: ARC GIS, EPEX, M-FILES, EFORM, RBDMS, AFMSS, Spotfire., Well Drive, Open Invoice.
