Job Description:


ECS is seeking an experienced Project Manager to join our team supporting the US Department of Homeland Security. In this role, you will lead a team of business analysts and operations professionals to define, implement, and improve business process and ensure timely execution of core business operations functions that support critical DHS business and mission functions. Your multi-domain experience will be applied to analyze high level business and mission processes, technical requirements, and operational objectives and to propose and guide the implementation of operational improvements for the organization.

This may include:

  • Proactive operational management of the program team consisting of ECS employees, subcontract staff, and expert product consultants, responsible for all aspects of team delivery
  • Performing financial management functions including forecast development, cost estimation, budget formulation, and financial tracking and reporting within your assigned work stream
  • Development, cultivation, and management of relationships with the client and to keep the program delivering as scheduled and budgeted
  • Obtaining and monitoring commitments for tasks/deliverables from persons or groups within and outside of the program team; creating comprehensive program tools and documentation including client deliverables
  • Closely managing the program team to successful completion; evaluating program, project, and task-level schedule variances; proactively managing surge requirements; updating project schedules as contributing factors change; managing resource allocation; and evaluating, documenting, and monitoring risks and implementing risk mediation plans.
  • Develop and implement long-term IT roadmaps and strategy, and monitor alignment of tactical activities to strategic objectives
  • Support the continuous improvement of operational processes by providing recommendations on improving products, services, and processes.



Required Skills:

  • 5+ years of experience leading and supporting business management, operations, and organizational transformation efforts within budget and schedule constraints.

  • Bachelor's degree or higher.

  • U.S. Citizenship and Ability to obtain DHS Public Trust.
  • Experience in leadership and setting expectations for a distributed team.
  • Excellent oral and written communication skills, including the ability to interact effectively with client executives, and stakeholders to build consensus and drive project efforts forward.
  • Strong organizational skills, including the ability to effectively manage multiple priorities.
  • Strong critical and analytical thinking and research skills.
  • Proficient with MS Excel and demonstrated experience in contracts, federal acquisitions, financial management and budget execution.
  • Provides higher-level view of activities occurring within the enterprise and the impacts on information sharing initiatives.



Desired Skills:

  • Demonstrated knowledge of Federal Acquisitions and Contract Management processes.
  • PMP Certified and a strong understanding of Agile methodologies.
  • Experience facilitating monthly project controls meetings for assigned projects.
  • Fully engage in solving complex problems by providing functional/business requirements analysis and evaluation of technical solutions to support program efficiency.
  • Communicate effectively across different platforms with project management, clients, stakeholders, and contractors.
  • Knowledge of Atlassian toolsets (Confluence, JIRA, etc.).
  • Knowledge of data visualization and business intelligence tools (PowerBI, Tableau, etc.).
