Purpose



The Employment Supervisor is responsible for coordinating the delivery of high-quality resettlement and integration services for refugee populations. This position has responsibilities overseeing the programmatic implementation and compliance of the Employment Supports program. The position also has responsibilities related to protocol development and implementation, data analysis, program development, training, technical assistance and proposal and report writing. An important prerequisite for this position is the ability to work collaboratively as part of a team in a collegial manner and to work independently to complete assignments.



Responsibilities



Responsibilities


  • Oversees and coordinates the job placement component of employment services provided to clients in the Refugee Social Services (RSS) Program, by employment specialists, program interns and volunteers in the Jersey City and Trenton office.

  • Maintain day-to-day contact and provide technical assistance to team members on overall employment supports program implementation and services. Serve as primary point of contact and subject matter expert relating to Employment Supports and Refugee Career Pathways practices.

  • Directly supervises the Employment Supports team

  • Assist in the development or revision of CWS policies, standard operating procedures and training materials to ensure high quality service provision by CWS affiliates.

  • Leads the team as they review client skill sets, household stability needs, and career goals to inform job applications and placements in the community. Works with the team to ensure barriers to obtaining and retaining employment are addressed. This may be in coordination with other CWS programs, community service providers, volunteers, and or other community support.

  • Support the team as they promote the growth and career advancement of interested clients through follow-up check ins and job upgrade placements.

  • Promotes teamwork, coordinates the workload of employment case managers, and delegates responsibilities. Communicates regularly with the Program Manager.

  • Particular focus will be placed on the development and curation of tools, resources and trainings related to job readiness, job coaching, career pathways and other economic opportunity themes for the CWS network.

  • Oversee implementation and overall compliance of the Employment Supports program in consultation with supervisor, including ensuring timely reporting, evaluation of programmatic changes and impacts to the grant as well as development of reporting and proposals.

  • Contribute to semi-annual and annual narrative and data reports and other reports as requested.

  • Establish indicators to measure achievement and evaluate outcomes; through regular review of qualitative and quantitative data, identify program trends, promising practices and areas for improvement and make recommendations for program development and enhancement.

  • Liaise with other unit colleagues for the purpose of sharing relevant information regarding resettlement sites, particularly as it relates to case management standards of care.

  • Perform other related duties and projects as requested.




Qualifications




Education: Bachelor's degree or equivalent work experience in lieu of degree



Experience: 4 years of previous work experience and interest in refugee resettlement or other direct social services. 2 years of supervisory experience is required. Ability to provide culturally sensitive counseling and case management is required.



Other Skills: Fluency in a refugee language (Nepali, Burmese, Chin, Karen, Swahili, French, Spanish or other) is preferred along with superior written and verbal communication skills. The successful candidate must be computer literate, with proficiency in MS Office (Excel, Word and Access) and internet applications. Strong organizational and time management skills are required. Must have a car and a valid driver's license.



Special Requirements





  • Fluency in English required; proficiency in a primary refugee language preferred.

  • Must be able to travel frequently and independently throughout relevant region. Valid US drivers' license and clean driving record are required.

  • Must be able to work evenings and weekends as required.

  • Must be able to travel to Jersey City office and the Treton based office.
