Job Description:

BBCH Support Services, LLC is looking for a competent design build subject matter expert to join our pre construction team. All candidates must be organized, self-motivated, and have demonstrated skills. This position provides subject matter expertise in all aspects of the design build process during preconstruction and post award execution of federal contracts.


Position Description: This is a remote position responsible for acting as subject-matter expert on design build competitive and/or negotiated price federal proposals. This effort supports projects throughout the United States including Hawaii.


Key Responsibilities:

  • Act as subject-matter expert on design build competitive and/or negotiated price federal proposals.
  • Provide oversight of planning and design development throughout the preconstruction phase of a proposal.
  • Assist in the selection of A&E partners. Review for experience, licensing requirements by location, geographic area of performance, and identifying the required disciplines needed for each RFP.
  • Review the development of project concepts and scope-of-work prior to and during solicitation development.
  • Identify and recommend valued engineering cost savings to the A&E.
  • Work with the selected design partners to ensure the design development stays within the confines of the RFP.
  • Lead A&E partners throughout preconstruction process to ensure trade subcontractors have critical information required for their price proposals (i.e., design narratives and conceptual drawings).
  • Identify and mitigate risk items (scope, assumptions, design, safety, schedule, price, long lead items, etc.) throughout the pre-construction process.
  • Assist in the development of technical proposals in support of the proposal team.
  • Assist in developing and managing customer RFIs and the dissemination of RFI responses to the design team.
  • Assist in analysis of subcontract bid proposals to ensure full coverage of proposed project scope of work; and work with estimating and operations to account for missing scopes of work in the bid.
  • Understands and assists in the development and logic behind the project schedules to correctly identify the timelines needed for projects.
  • Work collaboratively with other preconstruction team members.
  • Support field operations, as needed, to ensure the design processes are being followed post award.
  • Work with the team to effectively communicate price proposal development process to Senior Management.


Essential Qualifications:
  • Professional Engineer registration required (any US state).
  • Engineering Bachelor's Degree
  • 15+ years' experience developing design build price proposals for federal agencies.
  • In-depth knowledge of the design build process including expertise with construction disciplines.
  • Excellent problem-solving skills and risk management experience.
  • Extensive skills interpreting project design drawings, specifications, and code requirements.
  • Ability to interpret customer RFP requirements to ensure proposal is fully compliant with RFP documents.
  • Ability to travel to attend pre-bid site walk throughs, some site walks may be overnight trips.
  • Ability to work multiple projects simultaneously.
  • Ability to effectively communicate both written and verbal.
  • Proficiency with computer software to include MS Office (Word, Excel, etc.)
  • Proficient understanding of scheduling software.
  • Ability to work independently and make decisions commensurate with the position.
  • Prior employment experience with an 8(a) small, disadvantaged business construction contractor preferred.
  • US Citizen or applicable for work in the US.
  • Ability to climb up and down stairs/ladders.
  • Unrestricted driver's license .
  • Ability to pass background check for security and base access.
  • Ability to pass drug test.



Physical RequirementsThis position requires the ability to maneuver around work sites, see, hear, and verbally communicate with co-workers and clients. Essential and marginal functions may require maintaining physical condition necessary for bending, stooping, sitting, walking or standing for prolonged periods of time; frequent opportunity to move about and to work outside the office environment for extended periods involving exposure to the elements with weather that will include extreme heat, cold, wind, rain or other inclement weather, walking over rough and uneven surfaces, and routine lifting of up to 35 pounds. If required, must properly use personal protective equipment (PPE) at all times including but not limited to; hard hats, steel toed boots, eye protection, respiratory protection, and hearing protection. Working ConditionsJob is performed in a combination of office and outdoor site locations. The office setting includes exposure to computer screens and requires extensive use of a computer, keyboard, and mouse. Outdoor settings include walking, driving, and carrying supplies throughout all seasons with exposure to heat and cold conditions, and potentially wildlife. Is occasionally exposed to fumes or airborne particles, toxic or caustic chemicals and loud noise.
