This is a full time regular position located in Tyler, TX.




Education: Master's degree in business administration, public administration, public health, psychology, sociology or related field of study required.



Experience: Five years' experience in senior management including three or more years of supervisory experience.


Three years' experience providing direct financial oversight and management to multi-million-dollar programs or projects. Administrative capacity knowledge of Intermediate Care Facilities for Individuals with Intellectual/Developmental Disabilities (ICF/IID) or experience in residential care setting highly preferred.



Supervises: Director of Residential Services, Director of Day Programming Services, Billing/Eligibility Specialist



Critical Action Items:



1. Lead operational programs, making decisions and providing encouragement that reflect BV's mission and core values.
2. Direct the ICF/IID and Day Habilitation and Residential Programs, ensuring compliance with regulations, overseeing inspections, managing budgets, and resolving personnel issues promptly.
3. Supervise Medicaid activities, including applications, renewals, and trust accounts, informing guardians and senior leadership of any financial concerns.
4. Lead personnel management, staffing plans, and the efficient onboarding and termination of staff.
5. Direct the Admissions Team, contributing to decisions on resident placement and discharge.
6. Provide leadership in Resident Planning meetings for critical decisions on placement, medical/medication issues, and behavior incidents.
7. Support the implementation and enhancement of new and existing programs and contracts.
8. Ensure compliance with all regulatory and contract standards, maintaining good standing with all licenses and agencies.
9. Liaise with Health and Human Services Commission (HHSC) personnel during surveys and investigations as needed.
10. Oversee all campus operations, including the medical clinic, in the absence of the Executive Director.



Measurable Deliverables:



1. Maintain no less than 90%-95% residential and day program occupancy rates throughout the fiscal year.
2. Oversee and monitor receivables (ICF and Day Program) monthly, to include insurance tracking and payments.
3. Monitor the approved agency budget and present monthly action plans to senior leadership if the operation is not performing according to set budget.
4. Conduct monthly audits and observations of BV programs to ensure compliance of HHSC and agency policies/regulations.
5. Submit Situational Reports (i.e. SITREPs), as indicated, per agency protocol and guidance, as needed.
6. Ensure training compliance for the program by monitoring staff training reports, identifying monthly activity, gaps, and deficiencies, and reporting these to the BV Executive Director.
7. Develop and implement plans to meet state and agency training requirements, ensuring accountability to agency policies and procedures.
8. Develop and submit quality improvement reports to BV ED based on operational systems (e.g., stakeholder survey, HHSC inspections/citations, regulatory guidance).
9. Informs BV senior management of trends or major developments that impact the care and well-being of residents, budget and operations, programs, and the reputation of BV.
10. Oversee the distribution of the Personal Needs Allowance (PNA) to residents on a weekly basis.
11. Monitor, update, and reconcile Resident Pooled Trust Fund Account no less than monthly.
12. Establish, implement, and update BV operations manual, per department (e.g., Case Management, Day Hab, Residential), to ensure state licensure and agency compliance.



Other Responsibilities:



1. Embody the four BV Core Values: "Love God, Value People, Care Passionately, Work Together."
2. Remain on call 24/7, 365 for crises management. Respond in person, if necessary, unless coverage has been arranged during absence.
3. Participate in Administrator on Duty rotations and respond to phone and in person needs at all hours of day while on duty. Address the needs of other AODs while they are on duty.
4. Participate as a member of the Management Executive Council and attend monthly meetings (either virtually or in person).
5. Promotes the BV vision and brand to the community by attending various provider fairs and speaking at community functions or service clubs.
6. Maintain a presence within the community through the service of at least one Community Service Organization. Actively participates and represents BV by maintaining positive relationships and communication with the community, churches, the public, government, state, and other agencies that result in a positive image and excellent reputation of BV.
7. Promote an atmosphere of spirituality: a culture of warmth, care, compassion, personal interest, professional respect, as well as a calm and familial environment throughout the facility.
8. Perform other duties as assigned or for unforeseen matters requiring attention.



Credentials, Skills and Abilities:

1. Maintain current licenses and certifications in Texas, as applicable.
2. Work under minimal supervision and exercise sound financial and operational judgment.
3. Present and maintain a professional appearance and demeanor as a member of the executive management team.
4. Provide effective leadership to staff.
5. Foster a cohesive and positive working environment.
6. Demonstrate flexibility and adaptability in a changing and fluid environment.
7. Make critical, high-level decisions quickly and efficiently, especially in fast-paced or high-stress situations.
8. Stay abreast of changes in regulations, policies, and best practices for IDD/ICF.
9. Proficiently use computer programs such as Microsoft Office, Word, Excel, etc.
