The Resource Planning Specialist is responsible for identifying and managing real estate resource initiatives, including conducting market analysis, prospecting, due diligence, disposal, and supporting entitlement processes for new and existing real estate. Job responsibilities include land identification, property investigation, project justification, and contract negotiation. This position will collaborate with internal business leaders and external stakeholders to ensure the feasibility of land use initiatives to meet strategic business goals. Additionally, partnering with multidisciplinary teams and collaborating with industry professionals to secure aggregate reserves will be necessary.
ESSENTIAL FUNCTIONS
Responsible for the strategic development of existing resource initiatives and prospecting for regional strategic land initiatives for all lines of business
Partner with management teams in planning for land purchases/expansions/divestiture opportunities that support the overall business plan
Develop and maintain comprehensive listing of prospects and conduct feasibility review and analysis for management evaluation
Collaborate with regional business managers to maintain geographic information database detailing land ownership, zoning, and permitting of all regional properties and prospects
Conduct market research and analysis to set preliminary pricing, interpret data, and prepare financial feasibility models to present recommendations to management
Network with real estate brokers, developers, planners, municipalities, and landowners for new acquisition opportunities and divestments
Establish a network of industry relationships, including producers, consultants, and governmental agencies, to facilitate mutually beneficial industry partnerships
Perform preliminary due diligence to determine viability of prospects including review of local zoning and land use codes
Provide support to due diligence team for acquisition projects
Arrange permitting, surveys, quality of potential resources and other analysis of properties as needed
Coordinate and negotiate agreements with landowners and stakeholders to ensure viability of prospective acquisition
Support execution of entitlement, public relations, and environmental review processes to accelerate development approval process

EDUCATION AND EXPERIENCE
Bachelor degree in Natural Resource Management, Business, Geology, Construction Management, Engineering, or related discipline, or equivalent combination of education and applicable work experience required
5+ years' experience in industrial development and resource supply management
Experience with aggregate resources and asphalt mix plant operations a plus
Demonstrated proficiency in all aspects of Microsoft Office and Google Earth and experience with GIS mapping platforms
Excellent written and verbal communication skills
Must demonstrate attention to detail with excellent critical thinking skills, exhibited by the ability to take information from a wide variety of sources and synthesize/analyze the information to source new business resource opportunities
Strong organizational and time management skills
Demonstrate high level competency in strategic thinking, negotiating, real estate and commercial acumen
Ability to successfully negotiate land/real estate transactions and new leases
Up to 50% travel may be required in Washington and Oregon

WAGE & BENEFIT INFORMATION
The full salary range for this position is $100,000 to $150,000. People entering this job typically start between $100,000 to $110,000, depending on direct professional experience, education, qualifications, and geographic location.
