Description of Position: This NH-0343-03 Program Analyst in the J862 Positioning, Navigation and Timing/Navigation Warfare (PNT/NAVWAR) Branch is responsible for advocacy and requirements synchronization across all segments within the Positioning, Navigation and Timing/Navigation Warfare mission areas. The J862 articulates and contributes to the development of command PNT/NAVWAR requirements, processes, as well as advanced concepts and experimentation. Performs substantive planning, advocacy, and requirements work in support of PNT/NAVWAR initiatives. Additionally supports system allocation, modernization, force management and analysis to include integrating, coordinating, prioritizing, and advocating for USSPACECOM future concepts, mission capability needs, weapon systems development, support for emerging technologies and command and control architecture across the PNT/NAVWAR mission areas. Supports development of the Commander, USSPACECOM's Planning, Programming, Budgeting and Execution (PPBE) submission.

Position Duties/Responsibilities:
  • Integrates PNT/NAVWAR requirements into the annual fiscal programs, e.g., Program Objective Memorandum (POM) utilizing multiple advocacy mechanisms. Develops and updates PNT/NAVWAR equities into the Integrated Priority List (IPL) and Unfunded Priority List (UPL), and develops issue papers. Provides support, advice, and impact statements on reprogramming of funds and funding levels due to manpower or other changes. Assists the organization by evaluating modifications to existing plans in response to changing environments.
  • Develops major weapon system requirements IAW DoD guidance and the Joint Capabilities Integration and Development System (JCIDS) process. Resolves day-to-day funding and programming issues as they pertain to the execution of the current fiscal year budget and the programming of the Future Years Defense Program (FYDP). Evaluates impacts from the test and evaluation process for future capability development and applies results to the requirements process. Participates in the development of, and makes recommendations for modifications to, systems and programs around doctrine, tactics, and concepts of operations that track Service, OSD, and joint planning documents. Exchanges information on requirements, capabilities, deficiencies, and technology applications. Analyzes problems and makes recommendations on different approaches, which may provide a basis for better planning of operations.
  • Demonstrated ability to independently plan, organize, and negotiate effectively with senior analysts and management to accept and implement recommendations, where proposals involve substantial resources, and require extensive changes in established concepts and procedures. Communicate effectively both orally and in writing; research and negotiate complex issues; apply mature judgment in problem solving and maintain good working relationships. Plan, organize, and develop studies or projects, making recommendations on substantive operating programs.
  • Attends, and contributes to, meetings, conferences, working groups, briefings, and seminars related to PNT/NAVWAR program planning, advanced technologies, and support system concepts. Interfaces with headquarters and other technical/analytical agencies on advances in state-of-the-art technology. Represents the organization during visits with government and industry representatives. Prepares and presents briefings and makes presentations on the advocacy progress and results. Prepares reports and/or documents on progress and results.
  • Accomplishes professional development and maintains current knowledge of PNT/NAVWAR related trends, technologies, and advancements through professional interaction with technical and professional societies, industry, associations, academia, symposia, contractors, research and development organizations, and participation in formal training programs. Keeps current on emerging technological and scientific trends through independent study and reading/reviewing technical journals and current literature. Protects classified material. Demonstrates sound security practices for ensuring the safeguarding of classified information.

Key Skills & Abilities:
  • Knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of command level plans and programs for conducting major operations involving Positioning, Navigation and Timing/Navigation Warfare or similar operations.
  • Knowledge of military (including command level) program goals and objectives and various methods of evaluating the effectiveness of planning actions related to actual events along with the relationship of the various command entities involved in overall program planning and execution of military operations and evaluations.
  • Exercises knowledge of the application of military space operations as applicable to CCMD objectives, operational outcomes, plans and programs.
  • Exercises skill in designing, conducting, or managing comprehensive studies and evaluating solutions to strategic and contingency military operations.
  • Establishes and maintains the ability to communicate effectively both orally and in writing and maintains good working relationships.
  • Knowledge and experience in Joint and/or Space operations is highly desirable.

Qualification Requirements:
  • At least one year experience at the next lower broadband/grade level (or equivalent) in performing program analysis and requirements synchronization for PNT/NAVWAR systems, and activities within the Planning, Programming, Budgeting, and Execution (PPBE) cycle.
