Performs advanced consultative and technical assistance work related to Public Health Preparedness and Response. Coordinates, develops, and executes adult educational trainings and exercises. Work involves assisting in the development and delivery of training programs and tabletop exercises related to public health preparedness and response as identified by training needs assessment. Serves as a member of the Incident Management Team in the El Paso Regional Health and Medical Operations Center (RHMOC) during emergency response and recovery operations. May serve as a liaison with state and local agencies in matters concerning public health emergencies. Works with preparedness staff on training activities and special initiatives for the public health preparedness program. Work involves planning, designing, organizing and conducting educational and training programs. Assists in organizing El Paso Regional Health Medical Operations Center equipment for operational use. Maintains and documents first aid equipment and medical supplies in the El Paso office. Assists in maintaining trailers and warehouse in a state of readiness. Works under limited supervision with extensive latitude for use of initiative and independent judgement.

Essential Job Functions:
TRAINING (50%) Works with Regional Planner and MCM coordinator on training activities and special initiatives for the public health preparedness program. Responsible for the development, coordination, and provision of training activities for public health preparedness. Develops adult instructional methods, training aids, manuals, and other materials. Delivers and coordinates training within region 9/10 jurisdiction and with other regional programs relating to emergency preparedness and emergency response. Establish guidelines related to training. Designs and/or prepares training curriculum, course outlines, visual aids, and course materials relating to preparedness planning, emergency response and public health functions. Coordinates with Epidemiologist Supervisor on presentations regarding disease outbreaks and surveillance. Secures needed resources including audiovisual (AV) equipment, rooms, and visual aids for program training. Research and coordinates the development of teaching methods and outlines, training aids, texts, and training materials. Formulates learning objectives and develops methods for evaluating trainings. Use audiovisual technologies and a variety of teaching modalities to provide effective training to target audiences. Attends work in accordance with policy. Updates stakeholder contact databases for the program. Position will use various computer software to create presentations, training calendars, documents, and spreadsheets. Conducts Fit testing for regional staff. Maintains accurate training records to correctly document staff training and develop reports of training to management.

OPERATIONS (20%) Perform advanced administrative and technical work in training and staff development for the regional combined response team, and other regional programs. Attends and participates in education and training seminars, as directed. Assists in regional communication and planning initiatives as directed. Maintains a training program to enhance Public Health Emergency Preparedness throughout the region. Tasks may include conducting assessment in multiple sectors of the region: gathering background data, making presentations to community organizations and professional groups to improve understanding and support for public health preparedness and response. Provides assistance in organizing Regional Health Medical Operations Center equipment for operational use. Maintains and documents first aid equipment in a state of readiness. Assist the program in warehouse inventory and maintains equipment in a state of readiness.

EXERCISE (15%) In coordination with Regional Planner, Regional MCM Coordinator and manager to develop regional multi-year training and exercise plan. Assist in facilitating exercise planning meetings, workshops, and other events. Assist in creating, developing, designing, and conducting drills and exercises in compliance with grant requirements. Assist MCM in training staff in using communications equipment to include web-based programs and handheld radios. Participates in developing Homeland Security Exercise and Evaluation Program (HSEEP) compliant exercises. Understanding of writing Situational Awareness (Sitreps) and Incident Action Plans (IAP).

ALL HAZARDS RESPONSE (10%) Serves as an initial first responder for DSHS Region 9/10 within the regional incident management structure in the event of a natural or man-made disaster. Roles include but are not limited to serving in RHMOC position such as Planning Chief, Logistics Chief or Operations Chief. May serve as a DSHS Region 9/10 representative to the Disaster District Committee (DDC) during disaster response activations. May deploy to an affected jurisdiction in the region to assist with emergency response. May participate in Office Emergency Action Plan (OEAP) planning activities. Participates in call rotation to assure 24/7 availability on holidays, weekends, and after normal work hours.
OTHER DUTIES (5%) Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location.

Knowledge Skills Abilities:
Knowledge of federal, state, and local laws, regulations and practices related to emergency management and public health preparedness and response in Texas

Knowledge of the Master Exercise Practioner (MEP) classes.

Registration or Licensure Requirements:
Texas Class C driver's license or equivalent from another state

Master Exercise Practitioner (MEP) Certification (preferred).

Previous experience with one of the following State Certification: EMT, Intermediate, Paramedic or a Nursing license (preferred).

El Paso position is onsite position.

Initial Selection Criteria:
Accredited college or university coursework in public health, nursing, emergency management or a related preparedness field. (Preferred)
Experience in provide oral presentations and conducting technical training. (1 year required)
Experience in medical terminology. (preferred)
Travel requirements: Travel within the State of Texas. (25% day and 15% night).
