SUMMARY

Open Until Filled-

Reporting to the Vice President for Organizational Development and Advancement, serves as the College's Title IX Coordinator and Clery Compliance Officer responsible for coordinating and implementing a comprehensive compliance plan for Title IX, Clery, VAWA, and related laws. Leads, guides, and directs initiatives and programs that foster a culture of inclusive excellence and belonging.

DUTIES AND RESPONSIBILITIES

  1. Serves as the College's Title IX Coordinator and the primary point of contact for reports of sexual misconduct and sex discrimination; oversees and ensures compliance with applicable laws and regulations and develops and revises policies and procedures as needed.
  2. Serves as the College's Clery Compliance Officer and coordinates a committee to ensure compliance with the Clery Act, including the Violence Against Women Act (VAWA). Serves as a Campus Security Authority (CSA) as outlined by the Clery Act.
  3. Oversees, coordinates, and ensures investigations, responses, and resolutions of reports of sexual misconduct and sex discrimination are adequate, reliable, timely, confidential and impartial; reviews proposed sanctions for sexual misconduct and sex discrimination before they are imposed to ensure that they are reasonably calculated to stop the sexual misconduct and sex discrimination and prevent recurrence.
  4. Develops, implements, coordinates and conducts educational programs and initiatives designed to educate and support faculty, staff, and students regarding their rights and, where applicable, obligations under Title IX and VAWA, including reporting options/responsibilities, support services, College policy and applicable disciplinary options, grievance procedures, confidential resources, etc. Training may be in-person or virtual and include available online tools.
  5. Assist with training and oversight of designated Deputy Title IX Coordinators across the institution; and assists with ensuring that investigators, decisionmakers, and those involved with processing Title IX complaints are adequately trained in compliance with Title IX guidance.
  6. Oversees, coordinates, and ensures compliance with laws and regulations protecting pregnant and parenting students. Collaborates with Student Services and Accessibility Serviceson pregnant and parenting student matters and provides training and guidance regarding general pregnancy and parenting student obligations under Title IX.
  7. Collaborates with Athletics staff to ensure compliance with Title IX's application to athletic programs and conducts regular assessments.
  8. Utilizes the College's case management system (Maxient) to manage Title IX and related matters and compiles and analyzes data from Maxient and other sources.
  9. Identifies systemic aspects relating to complaints and determines whether campus-wide resources should be adopted in response, including review and revision of the College's sexual misconduct policies, increased monitoring, supervision or security at locations where sexual misconduct is reported to occur, and increased education and prevention efforts to targeted populations.
  10. Collaborates with leadership and campus constituencies to disseminate information, redesign processes as determined to be needed, and support investigative processes; collaborates and coordinates with compliance partners within the College to support overlapping compliance needs and responsibilities.
  11. Communicates with Campus Police, external law enforcement, and government agencies to ensure applicable reports are handled appropriately and in a timely manner; coordinates with local victim advocacy organizations and service providers as needed and appropriate.
  12. Leads a college-wide team focused on inclusive excellence and collaborates with other groups as needed.
  13. Plans, guides, and advises the College administration on organizational development strategies and programs to support a safe and respectful learning and working environment on campus; and further support a culture of excellence, equity, and belonging.
  14. Advises appropriate staff on the College's recruitment and retention of underrepresented groups and collaborates with Human Resources to develop recruitment strategies to attract underrepresented candidates.
  15. Serves on College planning and policy making committees as requested.
  16. Participates in Conduct, Awareness, Response, Encouragement (CARE) Team meetings as needed.
  17. Performs other duties as assigned including special projects.


MINIMUM EDUCATION QUALIFICATIONS

  • Bachelor's degree from a nationally accredited institution in counseling, student personnel, education, behavioral sciences, or a related field required.
  • Master's degree is preferred.

MINIMUM EXPERIENCE QUALIFICATIONS

  • Two years of full-time experience working with student conduct, employee relations, compliance administration, or complaint resolution in the education field.
  • Working knowledge of applicable state and federal regulations and current trends and legal matters related to Title IX, ADA, Clery, VAWA, DFSCA, and student conduct preferred.
  • Experience with database management systems such as Maxient, Watermark, and Ellucian (Colleague) preferred.
  • Ability to gather data, compile information, and prepare reports.
  • Ability to investigate and analyze claims information and to draw conclusions.
  • Excellent interpersonal, organizational, and oral and written communication skills.
  • Ability to develop and present educational programs and/or workshops in various venues.
  • Ability to problem solve in a collaborative manner and to make difficult and timely decisions utilizing sound judgment required.
  • Conflict resolution and/or mediation skills.
  • Ability to manage and impart confidential information.
  • Ability to foster and model a cooperative and inclusive-minded work environment.

PHYSICAL REQUIREMENTS

  • Work is normally performed in a typical interior/office work environment.
  • Work environment can be stressful at times in dealing with a wide variety of challenges and deadlines.
  • In addition to regular office hours, position sometimes requires overtime and/or evening hours and travel to other Gaston College campuses.
