Nature of Work
Under general supervision, performs advanced, technical/mathematical work relating to the preparation, processing and coordination of personnel services allocations for a large state agency. Work requires assisting individual Bureaus' Human Resources staff in preparation of personnel services transactions and to assist in the resolution of funding or other coding issues.
Serves as a budgetary consultant to other agency financial staff regarding funding issues related to personnel services including grants/cash management, personnel/payroll, audit divisions and program CFO's, human resource staff and various state-run hospitals to facilitate standard accurate and professional personnel services transactions and informational data.
Responsible for the daily monitoring of departmental OASIS transactions regarding funding and budgetary allocations for the Departments of Health, Health Facilities, and Human Services.
Assists in the preparation of the Department's Expenditure Schedules and Appropriation Requests.
Acts as an intra-agency liaison with the State Budget Office regarding the Department's transactions within wvOASIS system.
Minimum Qualifications
Training: Graduation from an accredited college or university. Preference may be given to candidates with a major in the area of public or business administration, accounting, industrial relations, communications or related field.
Substitution: Additional qualifying experience as described below may be substituted on a year-for-year basis for the required training.
Experience: One year of full-time or equivalent part-time paid employment in a technical or advanced clerical position providing administrative services such as accounting, budgeting, project monitoring and reporting, personnel, or procurement and property. Experience must have been at the Office Assistant 3 or Accounting Technician 3 level or higher.
Substitution: Successful completion of graduate study in an accredited college or university in one of the above fields may be substituted for the required experience on a year-for-year basis.
