Responsibilities

  • Plans, analyzes, evaluates, and manages the program.
  • Serves as the Contractors authorized point of contact to ensure contract compliance and satisfactory performance.
  • Ensures high-quality, compliant performance of all tasks by personnel working on the contract, to include in multiple locations.
  • Oversees the quality and timely submission of contract deliverables, reports, etc.
  • Provides timely and effective conflict and issue resolution.
  • Effectively resolves and responds to issues directly with the Government.
  • Oversees the development and submission of the quarterly and monthly contract reports with assistance from the technical writer editor.
  • Oversee the collection of success stories, lessons learned, compliments and complaints for the monthly reports.
  • Oversees the annual auditing of technical documentation with assistance from the technical writer editor.
  • Responsible for contract transition in, transition out, and the exercising of option years.
  • Reviews alI contract and modification documentation from the COs to DLH
  • Stores all contract deliverables on a corporate site for purposes of ISO and contract audits.
  • Presents program KPIs to corporate executives on a quarterly basis
  • Discusses strategy and prioritization with federal senior leadership, contract leadership and the project management team.
  • Discusses project management best practices and fair share of workload distribution with the project management lead.
  • Reads all project charters and plans (schedules) and close out documents that include lessons learned.
  • Encourages the program team to make a difference with innovation to reduce the burden of manual labor and modernize IT.
  • Oversee incident response and on-call performance.
  • Holds pulse checks with customers.
  • Oversees lessons learned.
  • Conducts annual data calls for certification and training updates for program personnel with help from the project coordinator.
  • Uses the monthly reports compliments and success stories for proposal purposes.
  • Collects Annual Service Now ticket closer information for proposal purposes
  • Oversee annual changes in charge codes on timecards due to the exercising of option years
  • Oversees workspace and visits personnel in five NIH buildings on a regular basis

Qualifications

  • 10 years experience managing large infrastructure, service desk and/or application programs as a federal contractor
  • Keen ability to listen to engineers and write in-depth technical solutions and ideate innovation
  • A Bachelors degree in Computer Science, Information Systems, Engineering, Business, or other related discipline is required.
  • Certified by PMI as a Project Management Professional (PMP).
  • Must meet all requirements for obtaining and maintaining a Public Trust Clearance.
  • Must be able to report onsite to Bethesda, MD, minimum 2 days per week.
  • Proficient in Microsoft Office (Word, Excel, PowerPoint, Project and Visio
  • Experience with Microsoft Teams, SharePoint Online, Jira Atlassian
  • Masters degree in Business, Information Systems, or related discipline.
  • Agile certification (Certified ScrumMaster (CSM), PMP-ACP, or equivalent).
