GENERAL DESCRIPTION OF WORK:

Responsible for developing and directing the programs and activities of VIA’s acquisition functions, including procurement and contract administration. Accountable for all issues and activities relating to the acquisition of equipment, materials, supplies, construction and services. Provide support to the agency’s Small Business/Disadvantaged Business Enterprise Program, including compliance and outreach. Provides leadership and vision in achieving efficient and optimal Procurement processes and Small Business participation.

ESSENTIAL FUNCTIONS:

Oversees, directs and provides leadership to all aspects of Procurement.

Responsible for the establishment, implementation and modification of internal department processes to ensure full implementation of Board policy, regulatory mandates, and departmental effectiveness.

Ensures compliance with all federal, state, and local requirements.

Establishes department budget, goals, objectives and performance targets, which support VIA’s priorities and principles.

Oversees the management of personnel, budget, and other resources in a manner consistent with the agency’s priorities and principles.

Makes recommendations to the VIA Board of Trustees; President and CEO; Deputy CEO, Chief Administrative Officer, and senior management team on matters relating to procurement.

Establishes Best Practices and makes recommendations to achieve excellence in Procurement.

Ensures all acquisitions and contracts are conducted in accordance with applicable FTA guidelines and state contract requirements in order for VIA to be eligible to receive grant funding for projects.

Ensures that contracts meet and/or exceed the small business participation requirements or disadvantaged business enterprises (DBE) goals.

Manages the Procurement and Travel Card program.

Manages negotiations with contractors; resolves issues regarding contractual terms, specifications, and compliance.

Furnishes analysis and cost data for use in scheduling, planning, budgeting and other functional activities.

Promotes safety awareness and other employee safety procedures in efforts to reduce or eliminate accidents.

Performs other duties as assigned.

This job description excludes marginal functions that are incidental to performing the job. Other duties may exist.

EDUCATION AND EXPERIENCE:

Bachelor’s degree in Business Administration or related field.

Minimum ten (10) years management/supervisory experience in the areas of Procurement and Contracts Administration.

Equivalent combinations of education and experience may be acceptable.

ADDITIONAL REQUIREMENTS:

Strong and demonstrated knowledge, expertise and experience in public agency procurement and contract management principles and practices.

Strong skills in financial management and analysis and negotiations.

Thorough knowledge of applicable local, state, and federal laws, rules, and regulations.

Ability to read, analyze, and interpret complex documents pertaining to capital and operating budgets.

Ability to work with administrative principles and methods, including goal setting, program and budget development and implementation.

Proficiency in MS Office (Word, Excel, and Access).

Ability to communicate effectively, both orally and in writing.

Excellent negotiation skills.

Ability to make effective presentations to groups utilizing a high degree of persuasion.

Must have the ability to plan, organize, and control the work of an innovative, dynamic organizational unit.

Ability to develop and implement objectives, policies, procedures, work standards, and internal controls.

Ability to determine strategies to achieve goals.

Ability to use tact and persuasion in dealing with employees at all levels, as well as elected officials, and outside representatives.

Ability to perform research, reach independent judgments and advise staff and management of the most advantageous course of action.

Ability to use considerable insight and judgment in analyzing and interpreting data, especially that used in making decisions.

Effective supervisory skills.

Ability to maintain confidentiality of sensitive information.

Must be able to maintain good work attendance.

PHYSICAL REQUIREMENTS:

Physical ability required to be mobile, bend, stoop, reach and lift objects weighing 5-25 pounds such as files, supplies, equipment and large heavy reference manuals and books.

WORK ENVIRONMENTS:

Works in a normal office environment.

Must be able to attend meetings and other off-property functions.

Requires irregular hours.
