GENERAL DESCRIPTION OF WORK:

Serves as lead for planning, developing, recommending, implementing, monitoring, and evaluating VIA’s Equal Employment Opportunity (EEO) initiatives, policies, and/or programs which assist in maintaining the agency’s federal funding. Evaluate compliance and make recommendations for appropriate actions within advanced and diverse functions in the areas of Title VI, Title VII, the Americans with Disabilities Act (ADA), and Equal Employment Opportunity (EEO). Coordinates diversity and inclusion efforts, aiming to create and foster a culture of respect and dignity within the organization and the community. Responsible for providing strategic advice to executive management and staff on diversity-related issues, especially as they pertain to policy. Performs duties without direct supervision, working with considerable independence, exercising initiative, skill, independent judgment, and expertise in related policies and programs.

ESSENTIAL FUNCTIONS:

Assists the EEO and Diversity Officer with the day-to-day operation and administration of various EEO programs and policies and provides oversight to stakeholders in the absence of the EEO & Diversity Officer.

Ensures all required EEO programs are updated and timely submitted to the Federal Transit Administration.

Coordinates with other VIA Divisions and Departments and impacted parties concerning Title VI requirements to ensure minimal impact on minority and underprivileged communities. Monitors VIA’s service planning and route changes and proposed fare changes to ensure compliance with Title VI requirements and encourages steps to mitigate the effects on transit dependent communities in all transit decisions.

Investigates complaints and makes recommendations on formal and informal complaints from applicants, employees, customers and community-based organizations, Federal and state agencies, etc., in relation to Title VI, EEO, and ADA.

Supports the EEO and Diversity Officer with ongoing audits of transit system including contracted services to determine compliance with ADA accessibility and Title VI service standard requirements. Analyzes and conducts periodic assessments of projects to ensure compliance with established policies, procedures, and guidelines. Works with contractors and project managers to ensure VIA facilities are in compliance with applicable federal, state, and local regulations.

Review and analyze data and assist in preparing EEO and Diversity program reports.

Participates in goal setting, contract monitoring, and compliance process to ensure FTA/State/Federal compliance.

Implements and monitors a strategic, comprehensive diversity plan for the organization that identifies core initiatives with mission, vision, and value statements.

Works with the EEO and Diversity Officer to develop metrics for measuring the effectiveness of organizational EEO and diversity initiatives implemented and prepares quarterly reports to executive management and board of trustees on the value of the initiatives.

Conducts training to educate employees, managers, and executive management on how to recognize, accommodate and appreciate individual differences and how these can be bridged back to meet the organization and community needs.

Maintains systems for reporting any incidents of discrimination.

Monitors internal and external diversity trends and legal developments impacting policy and updates policy and practices accordingly.

Performs other duties as assigned.

EDUCATION AND EXPERIENCE:

Bachelor’s Degree, and at least two years of progressively responsible experience in administration of EEO, Title VI and Diversity compliance programs. Experience in supervising various EEO, Title VI, ADA and policies and programs is desirable.

ADDITIONAL REQUIREMENTS:

Requires current and extensive technical knowledge of EEO, Title VII of the Civil Right Act, Title VI, ADA regulations and guidelines; ability to interpret, understand and advise staff and management on applicable compliance requirements.

Requires knowledge of EEO, diversity and human resources best practices, policies, regulations and guidelines; ability to interpret, understand and advise staff and management on applicable compliance requirements.

Requires substantial interpersonal skill to effectively and sensitively communicate with all levels of supervisory and non-supervisory employees, government entities, a culturally diverse community, and others both inside and outside of VIA.

Must be able to demonstrate a fiduciary obligation to group, division, department, and VIA in handling materials and information of a confidential nature.

Must be able to build and maintain professional relationships throughout the organization, resolving difficult situations with tact and diplomacy. Adhere to the highest standards of confidentiality in all aspects of work.

Must be able to research, select and present information that emphasizes benefits or outcomes of proposals with moderate cost or risk. Can respond to questions and objectives. Cultivates professional rapport with decision-makers.

Must be able to plan, organize and prioritize multiple tasks simultaneously, completing complex assignments on time and with accuracy.

Must be able to communicate complex information in a way that is grammatically correct and understood by most listeners. Able to research and understand complex, technical information. Can write and format highly complex or technical reports in a clear, well-organized way. Able to write persuasive arguments for a variety of readers.

Must be able to learn quickly when facing new problems; and analyze both successes and failures for clues to improvement.

Must be able to develop and implement new programs when needed.

Must be able to think logically with exceptional analytical skills.

Must be able to perform work under general supervision and make independent decisions.

Proficiency in using computer systems and software applications associated with the performance of assigned work is required, such as Microsoft Office Suite (i.e. Word, Excel, Access). Advanced problem-solving skills associated with software applications is expected.

Must be able to attend meetings and other off property functions. Must be able to work within deadlines and budget parameters.

Must be able to maintain good work attendance.

PHYSICAL REQUIREMENTS:

Physical ability required to be mobile, bend, stoop, reach and move objects weighing 5-25 pounds such as files, supplies, large heavy reference manuals and books, etc.

WORK ENVIRONMENTS:

Work involves deadlines and multiple priorities.

Hybrid work schedule between VIA regular hours of operation.

Work may involve unusual and extended working hours in the evening or on the weekend.

Work may require off-site travel.
